Item #10 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF MAY 3, 2005 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: AMER JAHKER, P.E., CITY ENGINEER \J <br />SUBJECT: ADOPT RESOLUTION AMENDING RESOLUTION #2119 TO <br />INCLUDE ADDITIONAL THROUGH STREETS AND STOP <br />INTERSECTIONS, ROSEDALE AVENUE AVENUEAPPROACHING <br />LA LOMA AVENUE FROM THE NORTH AND SOUTH. <br />DATE: APRIL 25, 2005 <br />BACKGROUND: <br />The State of California Vehicle Code allows the installation of traffic control devices, if adopted by <br />a City ordinance or a resolution. Section 21 of City of Colton Resolution # 2119 lists through <br />streets and stop intersections within the City of Colton. <br />ANALYSISIDISCUSSION: <br />At the intersection of Rosedale Avenue and La Loma Avenue, a condition exists that limits the <br />visibility thereby creating an unsafe condition for motorists. In addition, the intersection of La <br />Loma Avenue and Rosedale Avenue is not at a right angle which further reduces the visibility. The <br />location has been reviewed by the City of Colton Traffic Safety Committee on September 3, 2003, <br />and had a recommendation to install the traffic control devices due to the sight distance problem <br />caused by the shrubbery. <br />At the time of application, the intersection was part of a joint jurisdiction by the City of Colton and <br />the County of San Bernardino. The County of San Bernardino was informed about the request but <br />did not agree to install a traffic control devices at the intersection. <br />The intersection is among the areas recently annexed by the City of Colton. The item was brought <br />back to the Traffic Safety Committee on February 9, 2005 with a recommendation to install traffic <br />control devices. <br />Staff recommends approval of the installation of the traffic control devices on Rosedale Avenue <br />from the north and south to resolve the visibility problems that currently exists. <br />FINANCIAL IMPACT: <br />This action will require the installation of two stop signs and the two advance warning signs. The <br />material cost for those installations will cost approximately $600.00; those funds are available <br />within account number 457-6625-6700-3890. <br />
