City Council Meeting — May 17, 2005 <br />General Plan Amendment and Zone Change <br />Page 2 of 3 <br />development standards that are the following: (a) Lot width: 60 feet/40 feet at cul-de-sacs, (b) Lot <br />depth: 100 feet, and (c) Lot area: 7,200 S.F. The applicant is proposing lots with a minimum <br />width of 48 feet; lot depths ranging from 102 feet to 164 feet, and total lot area ranging <br />from 4,896 S.F. to 7,680 S.F. Four floor plans with two elevations each are proposed. The <br />proposed single-family residences will range from 1,473 to 1,827 S.F. of living area, and will be <br />either one or two stories in height. The residences will have two -car garages with concrete <br />driveways. Access to the project site will be provided from a proposed new 50 -foot wide street <br />extending south from Johnston Street terminating into a cul-de-sac. The proposed new street will <br />be located south of Johnston Street opposite of Terrace Avenue. <br />Staff did not support the proposed project because the project site is not the appropriate location <br />to implement the requested PC land use designation due to the surrounding uses. The project <br />site is located in a fully urbanized area and is surrounded on the north, south and east by existing <br />R-1 single-family residential houses on lots that are a minimum of 7,200 S.F. The project site is <br />adjacent to a single-family residence and the McKinley Elementary School on the west. The <br />Planning Commission concurred with staff's opinion and denied the proposed project. <br />ALTERNATIVES: <br />Reject the applicant's request and maintain the existing land use designation. <br />FISCAL IMPACT: <br />Positive impact. The property will be improved from its current condition and may generate <br />property tax revenue from new construction. <br />ENVIRONMENTAL IMPACT: <br />Based on an Environmental Assessment, it was concluded that there would be no significant <br />impact to the environment. Deny File Index Number DAP -000-358, which consists of a request for City Council <br />approval of a General Plan Amendment from Low Density Residential to Low Density <br />Residential/Planned Community, and a Zone Change from R-1 (Single Family Residential) <br />to R-1/PC (Single Family Residential/Planned Community) for the property located at 488 <br />West Johnston Street (Assessor Parcel Number 0160-111-07-0000) and 502 West <br />Johnston Street (Assessor Parcel Number 0160-111-08-0000), and an Environmental <br />Determination that the proposed project warrants approval of a Mitigated Negative <br />Declaration and Mitigation Monitoring and Reporting Program. <br />2. Deny the Applicant's appeal and Uphold the Planning Commissions denial of the <br />
