1 attached Exhibit Al as within the R-2 (Duplex Residential) zoning district as defined in <br />Chapter 18.14 of the Colton Municipal Code. <br />2 <br />SECTION 2. Based on the entirerecord before the City Council and all <br />3 written and oral evidence presented, the City Council finds that the Application is consistent <br />4 with the Colton General Plan land use designation of Multi Use District. Specifically, the <br />City Council finds that the Application is consistent with General Plan Objective 2.E. Special <br />5 Designations where it states in part that <br />6 "such designations serve to provide for tailored planning of <br />areas requiring more than a traditional approach . in order to <br />7 realize overall General Plan objectives': <br />g In addition, the Application will implement the Multi-Use land use District by developing the <br />Subject Site with a substantially aesthetically upgraded project and by fostering new <br />9 development in the area. Further, the development of this residential project would bring <br />additional shoppers for the remaining commercial properties in the area and will <br />10 systematically implement the goals and objectives of the General Plana Moreover, the City <br />Council hereby makes the following specific findings in accordance with Section 18.58.050 <br />11 of the Colton Municipal Code and state law: <br />12 A.. The proposed zone change is in conformity with the General Plan of <br />the City because the Multi Use land use District allows for the development of significant <br />13 commercial or residential projects in the area. The R-2 zoning designation will permit the <br />14 development of the Subject Site with an additional 1,532 square foot single family home on <br />the property and the replacement an old two car garage with a 441 square foot four car <br />15 attached garage that is a significant residential project in the area. In addition, these <br />significant improvements could encourage additional development in the area. <br />16 <br />B. The proposed zone change is reasonable and beneficial at this time <br />17 because it will not be a change of the existing uses on the Subject Site, and any expansion <br />of the existing uses on site will be limited in its effects on the surrounding residential <br />18 properties through compliance with the required development standards of the R-2 zoning <br />designation. <br />19 <br />C. The proposed change of zone will not adversely affect the <br />20 surrounding area or the community in general. The R-2 zoning designation's development <br />standards provide adequate separation and height standards to assure that the Application <br />21 does not significantly adversely affect surrounding areas. <br />22 D. The City Council has determined the proposed zone change is in the <br />23 public interest because it encourages more significant residential and commercial projects <br />in the City of Colton. <br />24 SECTION 3. Based on the entire record before the City Council and all <br />25 written and oral evidence presented, the City Council finds the Application complies with <br />CEQA and hereby adopts the negative declaration for the following reasons: <br />26 <br />A. The negative declaration and initial study were prepared for the <br />27 Application contain a complete and accurate reporting of the environmental impacts <br />associated with the Application.
