CITY OF COLTON ITEM #12 <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF September 6. 2005 <br />TO: Honorable Mayor and City Council Members <br />119 <br />FROM: Bill Smith — Community Services Director <br />SUBJECT: Request Approval for Recruitment and Ratification of Two (2) <br />Employee Appointments to the Position of Recreation Services <br />Coordinator in the Community Services Department, Contingent <br />Upon an Anticipated Upcoming Position Vacancy and Amendment <br />to Resolution R-06-05 to Amend the Compensation Rate for the <br />Position of Recreation Services Coordinator <br />DATE: August 17, 2005 <br />BACKGROUND: <br />Currently, the Community Services Department is anticipating a vacancy in the Recreation <br />Division of a Recreation Services Supervisor. This position is responsible for the supervision of a <br />number of programs and staff members. In anticipation of this vacancy, staff is proposing to split <br />this position into two (2) Recreation Services Coordinator positions. These positions will report <br />directly to the remaining Recreation Services Supervisor, and will provide support for all programs <br />within the Recreation Division. Since this position has not been filled since 2001, it is necessary to <br />amend the salary range of this position in order to be competitive in the recruitment of quality <br />candidates. <br />DISCUSSION/ANALYSIS: <br />The Recreation Division must be fully -staffed in order to manage the number of programs and <br />staff members under its jurisdiction. Due to an added number of programs and events over the <br />last 2-3 years in Recreation, it is the opinion of staff that splitting the vacant Recreation Services <br />Supervisor position into two (2) Recreation Services Coordinator positions will provide an <br />additional staff member to assist in the additional workload realized by this recent added <br />programming. This proposed organizational structure will also increase efficiency in the <br />Community Services Department, placing the responsibility for all programs in the Recreation <br />Division within the jurisdiction of a single individual, who will have two (2) trained, full-time <br />recreation professionals to assist in day-to-day operations. The "Recreation Coordinator' position <br />is the standard entry-level full-time position in the profession of recreation. Our Human <br />Resources Department has conducted a salary analysis for this position, and the proposed <br />amendment to the compensation rate for the position is consistent with the findings of this <br />analysis. <br />FINANCIAL IMPACT: <br />The proposed Salary Range for the Recreation Services Coordinator Position is $3112-$3783. <br />There would be no impact to the General Fund budget for fiscal year 2005-2006, due to salary <br />savings from the inactive and vacated Recreation Services Supervisor position. <br />
