RULON, CHIEF OF POLICE <br />ITEM #15 <br />SUBJECT: AWARD A CONTRACT FOR POLICE VEHICLES FOR THE POLICE <br />DEPARTMENT TO MOSS BROTHERS FORD IN THE AMOUNT OF $ <br />158,615.00 <br />DATE: August 18, 2005 <br />BACKGROUND: <br />At the City Council of June 21,2005, the City Council approved the General Fund Budget for fiscal <br />year 2005/2006. In the budget, funds were allocated for the police vehicles to replace vehicles in <br />the police department fleet that are no longer suitable for law enforcement purposes due to <br />excessive mileage and wear and tear thus rendering them unsafe. <br />DISCUSSION/ANALYSIS: <br />The Police Department has identified police units that need replacement in the Patrol Division, <br />Administrative Services and the Detective Division. Moss Brothers Ford has submitted quotes for <br />the purchase of the following vehicles: <br />General Fund Budget Purchase: <br />(1) 2006 Ford Crown Victoria, - $22,760. 52 - K-9 Unit <br />(1) 2006 Ford Expedition SSV 4x4 - $28,156.26 — NET/Off-road enforcement Unit <br />(1) 2006 Ford Five Hundred Sedan- $ 20,825.88 — Administrative Unit <br />(1) 2006 Ford Mustang- $18,591.14- Detective Undercover Unit <br />Non -General Fund Purchase- VITEP <br />(2) 2006 Ford Crown Victoria's, $ 45,521.04 <br />Non -General Fund Purchase- ARMC Contract <br />(1) 2006 Ford Crown Victoria, $22,760.52 <br />Section 3.08.140 (c) of the City's Purchasing Ordinance allows the City to enter into agreements <br />with other agencies for the purchase of supplies, services and equipment. In such instances, the <br />procedures of that agency shall satisfy all city requirements for the bid and award those <br />purchases. The City of Colton can piggyback onto the County of San Bernardino bid, #F46 for the <br />purchase of these police vehicles. This will save the City the cost of a final bid process and allow <br />us to take advantage of the volume discount afforded to Moss Brothers Ford. <br />FINANCIAL IMPACT: <br />Funds to purchase an outfit the General Fund vehicles were approved and adopted in the <br />2005/2006 budget in account # 100-6070-6071-4910. <br />ENVIRONMENTAL IMPACT: <br />None <br />CONFLICT OF INTEREST — <br />Agenda Item -award of Contract -Moss Brothers Ford <br />Exact Business Name: Moss Brothers Ford <br />President or Equal- Glen Moss, President <br />Contact or Representative- Gary Wang, Fleet Manager <br />
