ITEM #16 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF SEPTEMBER 6, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Tom Hendrix, Fire Chief <br />SUBJECT: Approve Acceptance of Federal Fiscal Year 2004 Emergency <br />Management Performance Grant and Adopt a Resolution Amending <br />the Budget For Fiscal Year Commencing on July 1, 2005 and <br />Ending June 30, 2006 <br />DATE: August 25, 2005 <br />BACKGROUND: <br />In order to assist state and local governments in planning for and coordinating emergency <br />response to natural, technological, biological, chemical, nuclear, or conflict -based emergencies, <br />the Federal Emergency Management Agency (FEMA) provides financial assistance through the <br />Emergency Management Planning Grant (EMPG). This grant has been in existence for many <br />years and was previously titled Emergency Management Assistance Grant (EMA). EMPG funding <br />is awarded to each state, which in turn directs the funding to individual counties for distribution to <br />cities and districts. <br />DISC USSI ON/ANALYSIS: <br />In California, Standard Emergency Management System (SEMS) regulations require each county <br />to form an Operational Area (OA), which represents participating cities and districts. The OA <br />coordinates planning, training, and response to emergencies on a countywide basis, and the <br />operating policies and procedures are determined by the OA member jurisdictions. In the San <br />Bernardino County OA, to be eligible for EMPG funds, each jurisdiction must meet the following <br />criteria: <br />✓ Be a signatory to the OA Agreement <br />✓ Designate an Emergency Program Manager <br />✓ Attend three of four OACC meetings each year <br />✓ Conduct or participate in an annual exercise using SEMS <br />✓ Ensure the jurisdiction's Emergency Operations Plan is updated and <br />includes a letter of Promulgation, Terrorism Annex, and a copy of letter <br />of approval from State OES <br />✓ Matching funds in either hard or soft expenditures in Emergency <br />Management Planning <br />The City meets these requirements and our EMPG allocation of $5,405 was electronically <br />submitted to the City on June 7, 2005. <br />
