Report to Redevelopment Agency Board regarding Rancho/Mill Honte Beautification Program
Page 2 of 2
The other administrative documents to be used are unchanged from previous Home Beautification
Grant Programs to include the Application and the Request for Reimbursement.
One significant difference in the Rancho/Mill program frow the others is that application will be
restricted for the first sixty days to homeowners of very low to low income. To ensure that participants
in the program are owner occupants and that the exterior areas of the property that are subject to
public view (e.g.- all improvements, paving, walkways, landscaping, and ornamentation) shall be
maintained in good repair and a neat, clean and orderly condition, Covenants, Conditions and
Restrictions ("CC&R's") documents will be executed and recorded against the property for a period of
ten (10) years.
Following the first sixty days, applications will be accepted from other homeowners on a first-come
first -serve basis and participation will be limited to those homeowners who meet the guidelines of
household income adjusted for household size of 120% of median income.
FINANCIAL IMPACT
Recordation fees for each document recorded may apply. The $50,000 has been approved and
budgeted by the Agency Board.
ENVIRONMENTAL IMPACT
None
CONFLICT OF INTEREST — Gift Disclosure Requirements
N/A
CONSISTENCY WITH IMPLEMENTATION PLAN
Section 4.5 of the Agency's Implementation Plan identifies single family rehabilitation as a need. It is
anticipated that 25 households will be able to participate in the program.
RECOMMENDATION
Approve Program of Guidelines and Supporting Documentation for the Rancho Mill Home
Beautification Program.
Attnrhmantc-
Exhibit A
Program Guidelines
Exhibit B
Program Flyer
Exhibit C
Application
Exhibit D
Request for Reimbursement
Exhibit E
Income Categories
Exhibit F
Covenants Conditions and Restrictions
Prepared by Judith Clarke, Project Manager li
REVIEW TEAM ONLY
I
City Attorney: --
Finance Director:
City Manager: — OTHER:
R:AAdministration\Meetings\2005 MCETINGS\Septcniber 6. 2005\Rancho :*vtill Home Beautification Docs Stab Report.doc
