ITEM #28 <br />CITY OF COLTON <br />AGENDA REPORT <br />For Colton Utility Authority Meeting of September 6, 2005 <br />TO: HONORABLE CHAIRPERSON AND UTILITY AUTHORITY MEMBERS <br />FROM: ERIC R. FRASER, DIRECTOR OF WATER AND WASTEWATER OPERATIONS <br />SUBJECT: AWARD OF FY 05-06 AND FY 06-07 BIO -SOLIDS HAULING CONTRACT TO SOLID <br />SOLUTIONS IN THE AMOUNT OF $47.50/TON FOR CLASS "A" SLUDGE AND <br />$44.50/TON FOR CLASS "B" SLUDGE <br />DATE: AUGUST 25, 2005 <br />BACKGROUND <br />Bio -solids are extracted from the waste stream flow during wastewater treatment and must be <br />disposed of in an environmentally safe and acceptable manner consistent with the <br />Environmental Protection Agency (EPA) regulations CFR 503. The FY 05-06 Wastewater <br />Budgets included funds for the hauling of bio -solids. The existing bio -solids hauling contract for <br />the Wastewater Treatment Plant expired on June 30, 2005. City staff followed standard <br />procedures including advertising the bid on July 24, 2005 and July 25, 2005. <br />DISCUSSION/ANALYSIS <br />Diligent effort was made to solicit bidders for the Bio -Solids Hauling Services. Notice of Inviting <br />Bids was sent to five companies and only two companies responded due to the pollution <br />insurance requirement. The formal sealed bid opening took place on Wednesday, August 10, <br />2005 at 3:00 PM and was opened in the Corporate Yard Conference Room. Solid Solutions <br />was the low bidder in the amount of $47.50/Ton for Class "A" Sludge and $44.50/Ton for Class <br />"B" Sludge. Please see attached Bid Analysis Worksheet. <br />Under the terms of the contract, the City, at the recommendation of the Director of Water and <br />Wastewater Operations, may renew the contract for one additional year (FY06-07). <br />FINANCIAL IMPACT <br />Sufficient funds are available in the Wastewater Professional Services Account 522-8200-8200- <br />2350-0000-000 for sludge hauling. <br />ENVIRONMENTAL IMPACT <br />The State of California and County of San Bernardino govern the environmental manner in <br />which bio -solids are disposed.
