9(plectric utility matters. Mr. Edwards stated among the matters is the adoption of two ordinances having to do with Colton's participation in Southern California Public Power Authority (SCPPA). Mr. Edwards reported there is a schedule for various actions to come before the Council with final adoption of the ordinances requested by September 2, 1981. Mr. Edwards stated because these are ordinances, they require introduction first and then passage with at least five days in between introduction and adoption and that in order to permit proper adoption, it is recommended that the ordinances be introduced tonight. Mr. Edwards reported a full presentation is scheduled to be made at the proposed adjourned Council Meeting and thereafter, Council could choose to pass the ordinances. City Attorney recommended introduction of Ordinances No. 1606 and No. 1607. On Council consensus Mr. Edwards was instructed to proceed. Mr. Edwards introduced Ordinance No. 1606 as to number and title. BUDGET: Resolution No. 4143 City Manager Trevino presented Resolution No. 4143 adopting the 1981-82 fiscal year budget of $19,854.225 for Council's consideration.
