Discussion followed on the number of terminals and key punch employees. Mr. Roupe <br />stated that a determination of 12 terminal has been made and proposed and that his <br />contract calls for the Key Punching to be the City's responsibility. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve the <br />recommendation of Staff for the purchase of the Hewlett-Packard Series 40 Computer. <br />Unanimous vote. <br />Agreement <br />Computer Service <br />City Attorney Edwards reported the contract with Mr. Roupe would start November 1, <br />1981 and have a term of three (3) years. The City would pay Mr. Roupe $8,300.00 <br />per month, with annual adjustment in July based upon the consumer price index for <br />the Los Angeles -Long Beach area according to the year ending the prior April. <br />Councilwoman Garcia questioned the payment to Mr. Roupe being made in advance. <br />City Attorney Edwards replied that the proposal submitted by Mr. Roupe called for <br />advance payment and Council had not discussed or voiced any objection, therefore <br />the agreement was prepared as per the proposal. <br />Councilwoman Garcia asked what happens if they City makes an advance payment and <br />Mr. Roupe for some reason cannot or does not perform the work? <br />7 Attorney Edwards replied in such event, if the money is not refunded voluntarily, <br />Q the City can file suit against Mr. Roupe. <br />Q Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve the <br />Computer Service Agreement with Mr. David Roupe. Unanimous vote. <br />The City Council asked Mr. Roupe to work with Staff for a conversion to once a <br />month utility billing as soon as possible. <br />Mr. Roupe said he would get together with Mr. Crews on this matter. <br />Alley Closure <br />San Salvador Parish <br />Mayor Gonzales read a request from San Salvador Parish to temporarily permit <br />the closure of the alley on the north side of the Church Structure on Sunday, <br />November 1, 1981 from 9:30 a.m. to 5:00 p.m. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia to approve the alley <br />closure request of San Salvador Parish. Unanimous vote. <br />Permit <br />Sound Vehicle <br />Mayor Gonzales read an application from Mr. Gabe Castorena, Jr. for a Sound <br />Vehicle Permit for Tuesday, November 3, 1981, from 11:00 a.m. to 8:00 p.m., <br />for the School Board Election, "Save Our Schools" Committee. <br />Moved by Councilwoman Garcia, seconded by Mayor Gonzales, to ratify the approval of <br />the Chief of Police on the Sound Vehicle Permit application submitted by Mr. Castorena. <br />Unanimous vote. <br />Ar),IOIIRNMFNT: <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia and unanimously passed, <br />Mayor Gonzales adjourned the meeting at 7:10 p.m. <br />HELEN A.
