City Manager Trevino spoke to the Council with regard to construction of the new 6 7 <br />library, to be located at the southeast corner of 9th and "D" Streets, and pro- <br />posals for construction of the library through the lease/lease back arrangement, <br />wherein the City would lease the property to a developer who, in turn, would build <br />a public facility on the property and lease said structure back to the City amor- <br />tized over a certain period of time and at that time the City would then own the <br />facility. <br />Mr. Trevino advised that three proposals had been received, from Keeney & Son, Inc. <br />General Contractors; Vanir Development Company; and Chuck King & Associates, recom- <br />mending that the bid contract be awarded to Chuck King & Associates. <br />Councilwoman Garcia commented on the proposal as submitted by Chuck King & Associ- <br />ates, and a portion with regard to pre -payment penalty as stipulated on Page 2 of <br />the proposal. Mrs. Garcia stated she would like to have some time to study these <br />proposals and, if there is no urgency on this matter, postpone any award of bid <br />to a later date. <br />After additional discussion, on Council consensus the award of bid contract for con- <br />struction of a new library was postponed to a later date. <br />Professional Organizations <br />Colton Woman s Club <br />Mr. Trevino referred to a letter dated May 13, 1981, from the Colton Woman's Club <br />and their donation of $45. towards the purchase of a tree to be planted by the <br />D City at the City's convenience. <br />Q Mr. Trevino recommended that the Council accept the $45.00 from the Colton Woman's <br />Q Club and direct Staff to review this matter and return to the City Council with a <br />recommendation with suitable locations for the planting of the tree. <br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to approve Staff's <br />recommendation with regard to request and offer from the Colton Woman's Club. Vote <br />was unanimous. <br />Code Files <br />Roofing Ordinance <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to pass First Reading and <br />waive further reading of Ordinance No. 1601. Unanimous vote. <br />ORDINANCE NO. 1601 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA, <br />First Reading AMENDING ORDINANCE NO. 1579 AND DELETING FROM AND ADDING TO THE <br />UNIFORM BUILDING CODE. <br />Annexations <br />Res. No. 4122 <br />Mr. Trevino recommended approval of Resolution No. 4122 for annexation of approximately <br />1 acre of land located east of Encanto Court in the Reche Canyon area which is present- <br />ly under County zoning of A-1. Mr. Trevino advised that if the proposed resolution is <br />approved, this matter will be referred back to the Planning Commission for prezoning <br />of this site, which would be R -E. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to approve Resolution <br />No. 4122.
