Unanimous vote. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Proclamations <br />Mayor Gonzales read in full a Proclamation declaring September 6 - 13, <br />1981, as Mental Health Week within the City of Colton. <br />Miss Rosemary Colunga accepted the Mental Health Week Proclamation and extended an <br />invitation to the Council and the audience to participate in the Schedule of Events <br />planned at the Nueva Vida Center, 1311 W. "N" Street, Colton. Miss Colunga stated <br />she is on the Board of Governors for Mental Health and is Colton's representative. <br />Mayor Gonzales read in full a Proclamation declaring September 4 - 6, 1981, as <br />Jerry Lewis Mucular Dystrophy Week End. Mayor Gonzales stated that Movie Land <br />Frontier Town will be the headquarters for all of San Bernardino County and that <br />the Council was invited to participate in the opening event at Frontier Town on <br />Friday, September 4, 1981 at 8:00 p.m. <br />League of California Cities <br />Mayor Gonzales read a memorandum from City Clerk Ramos regarding the designation <br />of the voting delegate for the Annual League Conference. <br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to designate the <br />Mayor as the City's voting delegate and the Mayor Pro Tempore as the alternate. <br />Unanimous vote. <br />RECREATION AND PARKS COMMISSION REPORTS AND RECOMMENDATIONS: <br />Ken Hubbs Memorial Little League <br />Mr. Jaime Aguilera, Planning Director reported for the Recreation Department, that <br />the Council had heard a request from the Ken Hubbs Memorial Little League seeking <br />$105.00 of City funds for payment of a bus used for transporting the All Star <br />Baseball team and community members to Mission Viejo for the play-offs. <br />Mr. Aguilera reported that after consulting with the City Attorney, both are of <br />the opinion that if this assistance is granted in this case, that it would expose <br />the City to future requests by other private organizations and that a precedent <br />will have been established; therefore, denial of the request is recommended. <br />Moved by Councilwoman Garcia, seconded by Mayor Gonzales, to approve the recommenda- <br />tion of Staff to deny the request for $105.00 financial assistance. Upon roll call <br />vote the motion failed. AYES: Garcia, Gonzales. NOES: Hayes, Cisneros. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Strpptc <br />City Manager Trevino reported on the Staff report prepared by Calvin Wang, <br />City Engineer with regards to a request from residents on "A" Court, for a <br />solution to a safety and nuisance problem on the unimproved Bordwell Avenue <br />right-of-way adjacent to their homes. <br />Mr. Trevino stated Mr. Wang reviewed the problem extensively and has recommended <br />a solution in two forms: <br />1. That the Council authorize Public Works to install road barricades <br />at two separate locations across the said unimproved Bordwell Avenue <br />right-of-way as shown on the location map. <br />S EP 11981 <br />
