<br />Zoning Ordinance
<br />Mayor Gonzales stated the purpose of the Special Meeting this afternoon is for a
<br />Study Session with the Council Members, Planning Commission and Staff to discuss
<br />and review the proposed ordinance which will replace the zoning regulations as
<br />presently contained in Title 18 of the Colton Municipal Code.
<br />Mr. Joseph Fazio, Planning Consultant, stated he would like to thank and commend
<br />the Planning Staff and Planning Commission for the excellent assistance and co-
<br />operation he received from everyone during the compilation of the new zoning ordi-
<br />nance.
<br />Mr. Fazio said the new zoning ordinance is basically taken from the old ordinance,
<br />which was adopted in 1957, with the rephrasing of various sections to comply with
<br />state laws, other relative codes and current changes. Mr. Fazio continued that
<br />the property development standards, for the most part, were kept the same, as out-
<br />lined in Chapter 18.08, however, the "X" classification has been eliminated.
<br />Mr. Fazio stated the new ordinance also establishes a Development Review Committee,
<br />which will consist of three Staff members, and they shall be responsible for approv-
<br />ing minor variances, including variances for fencing and in connection with service
<br />station standards, and minor modifications to a development plan approved by the
<br />Commission and/or Council.
<br />Mr. Fazio advised the new ordinance also outlines a new procedure for Conditional
<br />Use Permits and Variance applications, with the final decision from the Planning
<br />Commission. Mr. Fazio stated the only time the C.U.P.'s or Variances would be
<br />heard before the City Council is in the cases of Appeals or if the Planning Com-
<br />mission decision was not a unanimous one.
<br />Mr. Fazio said there has also been added a "P -F" zone, Public Facilities Zone, which
<br />provides for all public uses such as parks, schools, government offices and facili-
<br />ties, as well as those for the telephone company, railroads, electric utility com-
<br />pany, gas company, etc.
