Mr. Edwards concluded Staff recommends the Council now appoint an auditor for the <br />Audit of the fiscal year 1981-82, and proposals from various firms have been sub -2 4`3 <br />mitted for Council's consideration. <br />Mayor Huntoon stated that in lieu of the fact that the 1980-81 audit has not yet <br />been completed, he would recommend the City consider a new auditing firm, and <br />would recommend the firm of Thomas, Byrne & Smith. <br />Councilwoman Garcia stated that because the firm of Quezada, Navarro & Company has <br />been the City's auditing firm for several years, and they have done a good job, <br />and because their proposal was $6,000 lower than that of Thomas, Byrne & Smith, she <br />would recommend retaining the firm of Quezada, Navarro & Company to perform the <br />City's Audit. <br />Councilman Rios stated that he agreed with Councilwoman Garcia, and he did not feel <br />it was fair to penalize the auditing firm of Quezada, Navarro & Company for circum- <br />stances over which they had no control, inasmuch as they had not been given the nec- <br />essary information from the City to complete their audit. <br />Discussion followed among Council Members with regard to the audit, the fact that the <br />1980-81 Audit was still not completed, the problem of obtaining the necessary infor- <br />mation to complete the Audit, etc. <br />Speaking on behalf of their respective auditing firms and requesting Council's con- <br />sideration of their proposals were the following: <br />Mr. D. Richard Byrne, C.P.A., Thomas, Byrne & Smith <br />Mr. Michael A. Harrison, C.P.A., Conrad & Associates <br />After add)t° ienal discussion, moved by Councilwoman Cisneros, seconded by Councilman <br />Q Rehrer, approving and appointing the firm of Thomas, Byrne & Associates to perform <br />the City's Audit for the fiscal year 1981-82. Motion carried, with Councilwoman <br />Garcia and Councilman Rios voting NO. <br />ADJOURNMENT: <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios and unanimously passed, <br />Mayor Huntoon adjourned the meeting at 8:40 p. m. <br />�FciG M. Absent was City Clerk Ramos. <br />Redevelopment Agency <br />Redevelopment Agency Members present were Rios, Cisneros, Rehrer, Huntoon, and <br />Chairperson Garcia. Also present were Acting Executive Director and Secretary <br />Elliott, and Acting Assistant Secretary Veralrud.
