Mr. Edwards concluded Staff recommends the Council now appoint an auditor for the Audit of the fiscal year 1981-82, and proposals from various firms have been sub -2 4`3 mitted for Council's consideration. Mayor Huntoon stated that in lieu of the fact that the 1980-81 audit has not yet been completed, he would recommend the City consider a new auditing firm, and would recommend the firm of Thomas, Byrne & Smith. Councilwoman Garcia stated that because the firm of Quezada, Navarro & Company has been the City's auditing firm for several years, and they have done a good job, and because their proposal was $6,000 lower than that of Thomas, Byrne & Smith, she would recommend retaining the firm of Quezada, Navarro & Company to perform the City's Audit. Councilman Rios stated that he agreed with Councilwoman Garcia, and he did not feel it was fair to penalize the auditing firm of Quezada, Navarro & Company for circum- stances over which they had no control, inasmuch as they had not been given the nec- essary information from the City to complete their audit. Discussion followed among Council Members with regard to the audit, the fact that the 1980-81 Audit was still not completed, the problem of obtaining the necessary infor- mation to complete the Audit, etc. Speaking on behalf of their respective auditing firms and requesting Council's con- sideration of their proposals were the following: Mr. D. Motion carried, with Councilwoman Garcia and Councilman Rios voting NO.
