Police Department <br />Capital Outlay. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve <br />the Consent Calendar. Unanimous vote. <br />PUBLIC HEARINGS: <br />Personnel <br />Mayor Huntoon declared the Public Hearing open. <br />Acting City Manager Edwards submitted the Affidavit of Posting and reported <br />that no objections or protests had been received. <br />Acting City Manager Edwards reported that the City Council, at its budget <br />meetings, approved the funding for positions and the hearing tonight is with <br />regard to the pay and classification plan. <br />Mr. Edwards said the proposed classifications involved are Director of <br />Personnel, Line Working Foreman and Personnel Analyst. The proposed amend- <br />ment to the pay plan also involves the position of Planning Associate <br />(job specification for this position was previously approved by City <br />iv Council). Mr. Edwards recommended approval. <br />Mayor Huntoon asked if there was anyone in the audience desiring to be heard <br />Q on this matter. <br />Q Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to terminate the <br />Public Hearing. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to adopt Resolu- <br />tion No. 4232. Unanimous vote. <br />RESOLUTION NO. 4232 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />AMENDING RESOLUTION NO. 4220, ESTABLISHING A PAY AND <br />CLASSIFICATION PLAN FOR THE EMPLOYEES OF THE CITY OF <br />COLTON, EFFECTIVE JULY 1, 1982. <br />COMMUNITY SERVICES REPORTS AND RECOMMENDATIONS: <br />Budget <br />Transfer of Funds <br />Community Services Director McGee requested a transfer of funds from Account <br />01-4060-40 to 01-4060-93 for the purchase of a new window air conditioner <br />as the window air conditioner in the Auto Shops Office has broken down. <br />Mr. McGee stated the repair cost for the faulty compressor pump would be <br />$150 plus installation; however, he felt it would be more cost effective <br />to replace the entire unit at a total cost of $340.87. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to adopt <br />Resolution No. 4234. Unanimous vote. <br />RESOLUTION NO. 4234 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />AMENDING THE 1982-83 FISCAL YEAR BUDGET. <br />Sanitation <br />Approval of Refuse Survey for Distribution <br />Community Services Director McGee reported that the Sanitation Department <br />is currently operating at a loss; therefore, the Department of Community <br />Services has proposed to poll the citizens for their opinion concerning <br />refuse service. Mr. McGee said this survey would be included in the <br />utility bills, and the questionnaire will be printed in English and <br />Spanish and will ask citizens if they would prefer twice -a -week pickup <br />with a rate increase or pickups only once a week with the cost remaining <br />the same. <br />Discussion followed among Council Members, Staff and citizens with regard <br />to the amount of the proposed increase, if the City will break even or make <br />money, and what is considered an adequate survey rate. <br />231 <br />JUL <, G 198L <br />
