Police Department Capital Outlay. Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve the Consent Calendar. Unanimous vote. PUBLIC HEARINGS: Personnel Mayor Huntoon declared the Public Hearing open. Acting City Manager Edwards submitted the Affidavit of Posting and reported that no objections or protests had been received. Acting City Manager Edwards reported that the City Council, at its budget meetings, approved the funding for positions and the hearing tonight is with regard to the pay and classification plan. Mr. Edwards said the proposed classifications involved are Director of Personnel, Line Working Foreman and Personnel Analyst. The proposed amend- ment to the pay plan also involves the position of Planning Associate (job specification for this position was previously approved by City iv Council). Mr. Edwards recommended approval. Mayor Huntoon asked if there was anyone in the audience desiring to be heard Q on this matter. RESOLUTION NO. 4232 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, AMENDING RESOLUTION NO. 4220, ESTABLISHING A PAY AND CLASSIFICATION PLAN FOR THE EMPLOYEES OF THE CITY OF COLTON, EFFECTIVE JULY 1, 1982. COMMUNITY SERVICES REPORTS AND RECOMMENDATIONS: Budget Transfer of Funds Community Services Director McGee requested a transfer of funds from Account 01-4060-40 to 01-4060-93 for the purchase of a new window air conditioner as the window air conditioner in the Auto Shops Office has broken down. Mr. McGee stated the repair cost for the faulty compressor pump would be $150 plus installation; however, he felt it would be more cost effective to replace the entire unit at a total cost of $340.87. Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to adopt Resolution No. 4234. Unanimous vote. RESOLUTION NO. 4234 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING THE 1982-83 FISCAL YEAR BUDGET. Sanitation Approval of Refuse Survey for Distribution Community Services Director McGee reported that the Sanitation Department is currently operating at a loss; therefore, the Department of Community Services has proposed to poll the citizens for their opinion concerning refuse service. Mr. McGee said this survey would be included in the utility bills, and the questionnaire will be printed in English and Spanish and will ask citizens if they would prefer twice -a -week pickup with a rate increase or pickups only once a week with the cost remaining the same. Discussion followed among Council Members, Staff and citizens with regard to the amount of the proposed increase, if the City will break even or make money, and what is considered an adequate survey rate. 231 JUL <, G 198L
