Animal Shelter Aqreement With Citv of San Bernardino <br />Acting City Manager Edwards reported that the City of San Bernardino has <br />an animal shelter and Colton does not, so Colton sends their animals <br />to the San Bernardino shelter. Mr. Edwards presented the proposed agree- <br />ment received from San Bernardino for impounding, caring for, and disposing <br />of animals, and said the rates are the same as Colton is now paying to San <br />Bernardino and the agreement has a term of one year which may be terminated <br />by either party with 30 days notice. <br />Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to approve <br />the animal shelter agreement with the City of San Bernardino. Unanimous <br />vote. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Ordinance Nos. 1624, 1625, and 1626 <br />Second Reading <br />City Attorney Edwards introduced Ordinance Nos. 1624, 1625, and 1626 for <br />second reading, reading them as to number and title. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to waive full <br />reading of Ordinance Nos. 1624, 1625, and 1626. Unanimous vote. <br />ORDINANCE NO <br />1624 - AN ORDINANCE <br />PROVISION OF <br />NECTION WITH <br />IN USE. <br />OF THE CITY OF COLTON REQUIRING THE <br />WATER LINES AND FIRE HYDRANTS IN CON - <br />CERTAIN BUILDING CONSTRUCTION OR CHANGE <br />ORDINANCE NO. 1625 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE <br />NO. 1602, AS AMENDED, AND PROVIDING FOR CERTAIN ZONE <br />RECLASSIFICATIONS. <br />ORDINANCE NO <br />1626 - AN ORDINANCE OF THE CITY OF COLTON, AMENDING ORDINANCE <br />NO. 1602, AND CHAPTER 18 OF THE COLTON MUNICIPAL CODE, <br />ESTABLISHING A COMPREHENSIVE PLAN FOR ZONING AND LAND <br />USE. <br />ORAL COMMUNICATIONS: <br />Chuck Ferrell, 205 East "N" Street, Colton, stated that when low income <br />families of the City of Colton come to the City or County to request low <br />income loans, a permit is denied them until a waiver is signed on off- <br />site improvements if they do not have sidewalks, curbs or gutters. Mr. <br />Ferrell said it seems that when the City sponsors a program, there isn't <br />a program to cover sidewalks, curbs or gutters. Mr. Ferrell stated that <br />he wondered if there has been any attempt to seek federal funds to elimi- <br />nate this waiver. <br />Acting City Manager Edwards reported there has been considerable discussion <br />on this subject. Mr. Edwards said where citizens obtain funds through the <br />low interest home improvement loan program, the City does have an agreement <br />where the City waives the right to call for sidewalks immediately. Mr. Edwards <br />said staff examines the status of sidewalks in the area. i.e., no sidewalks, <br />-- majority of sidewalks in, or almost no sidewalks in before calling for in- <br />stallation of sidewalks. Mr. Edwards said the City has utilized OCD funds for <br />street improvements where, in the opinion of staff, it appears to be the pro- <br />per place to make improvements. <br />Mr. Ferrell stated he felt the City should seek grant funds to eliminate the <br />waivers it has obtained for off-site improvements under the low interest <br />home improvement loan program. <br />Mayor Huntoon said if there is anything that can be done in the future, we <br />will take a look at it. <br />Councilwoman Garcia recommended that we actively pursue federal funds for <br />this purpose and take a look at waivers for low income families. <br />233 <br />'I'L r 0 1982 <br />
