344 <br />ROLL CALL: <br />Council Members present were Rios, Cisneros, Rehrer, Garcia, and <br />Mayor Huntoon. Also present were City Manager Elliott, City Attorney <br />Edwards, and City Clerk Ramos. <br />RFVFNIIF SHARTNG- <br />Mayor Huntoon announced that this was the time and place fixed for <br />Public Hearing on Use of Revenue Sharing Funds. <br />Mayor Huntoon asked if there was anyone present wishing to speak on <br />this item. <br />There being no one desiring to speak, moved by Councilwoman Cisneros, <br />seconded by Councilman Rios, to close the public hearing. Unanimous <br />vote . <br />BUDGET: <br />Mayor Huntoon stated the Council had several items for consideration <br />before final adoption of the budget. <br />Mayor Huntoon reported that on the question of budgeting $4,000 for <br />th- Intern Program all Council Members are in favor of it. <br />Mayor Huntoon reported on the following items, indicating Council <br />consensus on each item: <br />1. City Treasurer Increase - Council not in favor. <br />2. Planning Commission Meeting Fee Increase - Council not in favor. <br />3• Increase of Commissionnns' Expense - Council not in favor. <br />4. Spouse Paid on Conference, etc. - Council not in favor. <br />5. Reclassification of Secretary III - Council not in favor. <br />6. Council Expense Increase - Council not in favor. <br />7. City Attorney Full Time - Council not in favor. <br />Mr. Ray Abril, 330 East "N" Street, addressed the Council asking that <br />the Council clarify what they have just discussed as he does not have <br />that information. <br />City Manager Elliott reported the Council has taken action to fund an <br />Intern Program with UCR at $4,000, all other proposals have been <br />rejected. <br />Dis-,ussion followed on reclassifications other than Secretarial. <br />By majority Council consensus all reclassifications were rejected. <br />Councilman Rios stated he had a problem with the on-call overtime in <br />the Electric Department. Councilman Rios asked if it would be <br />possible to have a person on-call who is not covered by the M.O.U., <br />in order to pay straight time and half and not have to pay the initial <br />3 hours for the first hour of call out. <br />City Manager Elliott stated he did not have an answer for this because <br />it involves job descriptions, the person must be qualified to perform <br />various jobs, however, he is willing to discuss this with Mr. Drews, <br />the Electric Utility Director and report back. <br />Mayor Huntoon stated he is sure the reconnection service fee charged <br />does not cover the cost of the call out, but he does not want to see <br />the fee raised. <br />RECESS: <br />City Manager Elliott called for a 5 minute recess in order to allow <br />for budget recalculations. <br />JUN r 71993 <br />
