383 <br />Attorney McFarlin introduced Resolution No. 4374, saying this <br />resolution accepts and files the reports presented tonight and sets <br />the Public Hearing for November 1, 1983• <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to <br />approve Resolution No. 4374. Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Traffic <br />Parking Violations/Resolution No. 4373 <br />Acting Police Chief Paul Connolly, reported that Staff has obtained <br />a copy of the County Vehicle Code Bail Schedule used for Traffic <br />Violations in the City of Colton. <br />City Attorney Edwards reported Council has before them three action <br />items: 1. Ordinance No. 1652, an urgency ordinance requiring four <br />yes votes. This ordinance establishes the procedure for processing <br />and collecting the bail fees. 2. Resolution No. 4373, adopts the <br />San Bernardino County Bail Schedule. 3. Agreement with Vertical <br />Management Systems, to administer this traffic violation collection <br />program. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to adopt <br />Ordinance No. 1652. Unanimous vote. <br />Q <br />Q ORDINANCE NO. 1652 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />COLTON ESTABLISHING PROCEDURE FOR ACCEPTING BAIL <br />FORFEITURES AND PARKING VIOLATIONS. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to <br />approve Resolution No. 4373• Unanimous vote. <br />RESOLUTION NO. 4373 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON ESTABLISHING BAIL AMOUNTS OF PARKING <br />VIOLATIONS. <br />Chief Connolly explained that besides the bail schedule there are <br />other costs in the Vertical Management Systems agreement; such as, <br />$3.00 to do an audit trail if the violator does not pay the bail. <br />Chief Connolly reported the extra costs are reimbursable back to the <br />City, as these fees are paid by the violator in addition to the <br />original bail amount. <br />City Manager Elliott stated that in discussion with Finance, it is <br />felt that no additional personnel will be required to do the paper <br />work that will be processed through them. City Manager Elliott <br />estimated 400 citations per year would be involved. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to <br />approve the agreement with Vertical Management Systems. Unanimous <br />vote. <br />ADJOURNMENT: <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios and unani- <br />mously passed, Mayor Huntoon adjourned the meeting at 5:40 p, m. <br />HELEN A.
