369 <br />laration. Motion carried, with Councilwoman Garcia voting NO. <br />General Plan Amendment <br />Res. No. 4361 <br />Mayor Huntoon declared the Public Hearing open. <br />Deputy City Clerk Veralrud submitted the Affidavit of Publication and <br />reported that no protests or objections had been received. <br />Planning Director Aguilera made a brief presentation on the request <br />for a General Plan Amendment, Index No. G-3-83, in order to allow for <br />high-density development of approximately five acres of land at the <br />southwest corner of Reche Canyon and Barton Roads. Mr. Aguilera said <br />if the City Council approves the Amendment, the resolution of approval <br />should also include the 4 findings as listed in Staff's report on this <br />item. <br />Mayor Huntoon asked if anyone present desired to speak on this matter. <br />Speaking in opposition to the General Plan Amendment, due to the <br />proposed change in density and proposed development which would <br />N create additional traffic and over -crowding, were the following: <br />Mr. Gene McMeans, 12004 Glenwood, Colton. <br />Mrs. Dorothy Eller, 12000 Reche Canyon Road, Colton. <br />Q Mrs. Gerry Farris, 7841 Reche Canyon Road, Colton. <br />Q Speaking in favor of the General Plan Amendment were the following: <br />Mr. Clifford Cade, 11920 Reche Canyon Road, Colton. <br />Mr. Mike Moulis, 24014 Encanto Court, Colton. <br />Mr. Joseph E. Bonadiman, 606 East Mill Street, San Bernardino. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to <br />terminate the Public Hearing. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to ap- <br />prove RESOLUTION NO. 4361, together with the four Findings as outlined <br />by Staff. Motion carried, with Councilwoman Garcia voting NO. <br />Zoning <br />Ord. No. 1651 <br />Mayor Huntoon declared the Public Hearing open. <br />Deputy City Clerk Veralrud submitted the Affidavit of Publication <br />and reported that no protests or objections had been received. <br />Planning Director Aguilera reported on the request for a change <br />of zone from R-1 to R-3 on a 5 acre site located at the southwest <br />corner of Reche Canyon and Barton Roads, to construct an apart- <br />ment complex which will consist of approximately 100 units. Mr. <br />Aguilera stated development plans have not been submitted for the <br />project, however, the high-density designation use is not only <br />consistent with the General Plan, but will conform to the re- <br />quirements of State law which requires consistency between the <br />General Plan and the Zoning Ordinance. <br />Mr. Aguilera concluded the proposed zoning is compatible with the <br />surrounding uses and zoning in the area, and Staff recommends ap- <br />proval of the zone change request. <br />Mayor Huntoon asked if anyone present desired to speak on this <br />matter. <br />Speaking in opposition to the zone change request was Mr. Gene <br />McMeans, 12004 Glenwood, Colton. <br />Speaking in favor of the zone change request were the following: <br />Mr. Jack Vandewitt, Colton. <br />Mr. Joseph Bonadiman, 606 East Mill Street, San Bernardino. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to <br />terminate the Public Hearing.
