3'70 <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to <br />waive full reading and pass First Reading of Ordinance No. 1651. <br />Motion carried, with Councilwoman Garcia voting NO. <br />ORDINANCE NO. 165_1_ - AN ORDINANCE OF THE CITY OF COLTON AMENDING <br />First Reading ORDINANCE NO. 1602, AS AMENDED, AND PROVID- <br />ING FOR CERTAIN ZONE RECLASSIFICATIONS. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />City Manager Elliott reported on a request for funding of the <br />Agua Mansa Industrial Corridor Project for a study to be con- <br />ducted by Hansberger & Associates of San Bernardino. <br />Mr. Elliott advised that the County of San Bernardino has con- <br />tributed $50,000, the County of Riverside has contributed <br />$3+,000, private property owners involved $25,000, and the City <br />of Rialto $25,000. The City of Colton's share would also be <br />$25,000. <br />Mr. Dennis Hansberger, of Hansberger & Associates, 155 West <br />Hospitality Lane, San Bernardino, made a brief presentation re- <br />garding the proposed project, stating not only would this bring <br />additional employment to the area, but it would also help to <br />build the tax base of each of the participating jurisdictions. <br />Councilwoman Garcia asked the boundaries of this project. <br />Mr. Hansberger referred to a map indicating the boundaries, which <br />include portions of Colton, Rialto, and areas of the Counties of <br />San Beranardino and Riverside. Mr. Hansberger said the actual <br />industrial corridor will be defined by the study. <br />Councilman Rehrer asked where the funds would come from for the <br />project. <br />Mr. Elliott replied there is approximately $16,000 of uncommitt- <br />ed funds held by the County of San Bernardino of Community De- <br />velopment Block Grant Funds, and also monies that can be taken <br />from Revenue Sharing or the General Fund. <br />Councilwoman Garcia stated she felt that the City would be con- <br />tributing to private enterprise and she questioned whether or <br />not this was a legal expenditure. <br />City Attorney Edwards stated it was a legal expenditure. <br />After additional discussion, moved by Councilwoman Cisneros, sec- <br />onded by Councilman Rehrer, approving and authorizing funding of <br />study for proposed Agua Mansa Industrial Corridor Project as out- <br />lined by Staff. Motion carried, with Councilwoman Garcia voting <br />NO. <br />Adjournment <br />City Manager Elliott stated that he had no items for Closed <br />Session , however, he would like to schedule an Adjourned Meet- <br />ing with the City Council for Thursday, August 18, 1983, at <br />5:30 P. m. <br />Council Members were in agreement with Staff's request. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Agreements <br />City Attorney Edwards reported on the extension of the Agreement <br />for operation of the sewer plant with Sanitation and Operation <br />Consultants, Inc. Mr. Edwards advised that the existing agree- <br />ment, which was for a term of 5 years, is now expiring and it is <br />proposed that a new agreement be made, extending it for an addi- <br />tional year. <br />A J G 1 61983 <br />
