284 <br />Discussion followed on changing the thinking -philosphy vs. carte <br />blanche. <br />Council concensus was that the City needs to encourage proper growth <br />in order to compete for new sources of revenue, employment, etc.. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to <br />approve Resolution No. 4277. Motion carried upon Roll Call vote. <br />Council Members Garcia and Rehrer voting NO. <br />RESOLUTION NO. 4277 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON, CALIFORNIA ADOPTING A PRO -GROWTH POLIC^ <br />FOR THE CITY. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Sewer Ordinance <br />Workshop Request <br />Community Service Director McGee reported the City is preparing a <br />pretreatment program and new sewer ordinance as required by State and <br />Federal authorities. Mr. McGee stated staff feels that it would be <br />beneficial to have a workshop session with the City Council to discuss <br />the program and receive direction from the Council for any necessary <br />revisions to the program and ordinance. <br />The City Council set February 15, 1983, at 5:00 p.m. as the date and <br />time for the Workshop Session on the Sewer Ordinance. <br />City Manager Elliott asked if the Council would also award Employees' <br />Service Pins and Sick Leave Certificates on February 15, 1983• <br />Council Members replied affirmatively. <br />CLOSED SESSION?' <br />The City Council adjourned to Closed Session at 7:51 p. m., to dis- <br />cuss Meet and Confer matters, and reconvened at 9:20 p. m., all <br />Members present. <br />City Manager Elliott reported that staff has met with representatives <br />of San Bernardino Public Employees Association, representing both the <br />General and Fire employees and with the Police Association concerning <br />wages and benefits for 1983. Mr. Elliott stated the Memorandums of <br />Understanding signed by the Associations and the City Manager con- <br />stitute Exhibits A, B, C, and D to Resolution No. 4278 and staff <br />recommends approval. <br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia to <br />approve Resolution No. 4278. Motion carried upon Roll Call Vote. <br />Council Members Rehrer and Rios voting No. Councilman Rios stated <br />that he had indicated to his colleagues that he still had several <br />questions on the Memorandums not yet resolved in his opinion and <br />therefore, he would have to vote NO. <br />RESOLUTION NO. 4278 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON TO CONSIDER MEMORANDUMS OF UNDERSTAND- <br />ING FOR MEMBERS OF THE COLTON POLICE ASSOCIATION <br />AND MEMBERS OF THE SAN BERNARDINO PUBLIC <br />EMPLOYEES ASSOCIATION OF THE CITY OF COLTON, <br />EFFECTIVE JANUARY 1, 1983• <br />ADJOURNMENT: <br />There being no further business to come before the City Council at <br />this time, Mayor Huntoon adjourned the meeting at 9:24 p. m., to <br />meet for an Adjourned Regular Meeting on Tuesday, February 15, 1983, <br />at 5:00 p. m., in the Council Chambers of City Hall. <br />HELEN A.
