Fees <br />280 Amend Resolution No. 4131, establishing Occupancy Permit Fees, RESOLUTION <br />No. 4274. <br />Easements <br />Consider and approve Assignment of Grant of Easement to the City of Colton <br />from Southern California Edison Company. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve the <br />Consent Calendar. Unanimous vote. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Proclamations <br />Drug Awareness Month <br />Mayor Huntoon read in full a Proclamation declaring January, 1983, as Drug Aware- <br />ness Month, and presented the Proclamation to Mr. Bob Martinez, Director of Mental <br />Health for San Bernardino County, who advised that a "Drug Awareness Month" cam- <br />paign was being held throughout the County of San Bernardino during January. <br />PUBLIC HEARINGS: <br />Appeals <br />P. C. Res. No. 1058 <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no <br />protests or objections had been received. <br />City Manager Elliott advised that the applicant, Mr. Schafer, has requested that <br />this matter be continued. <br />Mr. Vern Schafer, speaking from the audience, requested that the City Council con- <br />tinue this public hearing to the next regular Council Meeting, February 1, 1983. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to continue Appeal <br />filed by Colton Piano Playhouse on Planning Commission Resolution No. 1058, Index <br />No. V-8-82, to the next regular Council Meeting, February 1, 1983. Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Electric Utility <br />Res. No. 4276 <br />Mr. Gale Drews, Electric Utility Director, stated the Council Members have copies <br />of a memorandum and exhibits presented to the Utility Commission at a meeting held <br />December 29, 1982, regarding a future rate increase. <br />Mr. Drews advised the increase is intended to occur simultaneously with Edison's im- <br />plementation of their "Step II" rate approved by the FERC, however, the date of Edison's <br />rate inctease to all resale cities and their own retail customers is uncertain at this <br />time. Edison's increase to the City, as projected in Exhibit No. II, would amount to <br />approximately 9%. <br />Mr. Drews reported that the Utility Commission voted unanimously to recommend to the <br />City Council they approve a rate increase sufficient to recover the increased costs <br />of purchased power, and this cost has been projected to be an over-all 8% rate in- <br />crease. <br />Mr. Drews stated one of the conditions of approval for Edison's rate increase was <br />to have the San Onofre Power Plant operable for 200 hours at 100% capacity. Mr. <br />Drews said to the best of his knowledge, the plant is now operable at 50% capacity. <br />Mr. Drews concluded Staff recommends approval of Resolution No. 4276 adopting the <br />new rate schedule, which reflects the 8% increase, to become effective upon Edison's <br />implementation of their Step II rate schedule. <br />Councilman Rios questioned amounts on the <br />dential Service, stating the Monthly Rate <br />and the Minimum Charge per month showed an <br />one was correct. <br />first page of the Rate Schedule under Resi- <br />Customer Charge showed an amount of $3.81, <br />amount of $3.53, and Mr. Rios asked which <br />Mr. Drews stated both should shown an amount of $3.81, and this will be corrected. <br />
