437 <br />Mr. Aguilera also advised that Staff has been informed the City is <br />eligible to apply for a $600,000 grant from the Community Develop- <br />ment Block Grant Jobs Bill allocation. Staff has identified the area <br />north of Citrus Street as an area in need of water drainage facili- <br />ties, and proposes the City apply for funds to install a water drain- <br />age facility on Mill Street to carry water run-off to Lytle Creek <br />Channel, which would fulfill the grant requirements for retention and/ <br />or creation of jobs, and would alleviate, in part, the serious flood- <br />ing hazards evidenced in the northern section of the City. <br />Mr. Aguilera concluded Staff recommends approval of RESOLUTION NO. <br />4446, the Housing Rehabilitation Program, and the Mill Street Storm <br />Drain Project, as the projects for which funds will be requested from <br />HUD, and, if Council concurs, Staff will proceed with the application <br />process. <br />Mayor Huntoon asked if anyone present desired to speak on this matter. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, the Pub- <br />lic Hearing was terminated. Unanimous vote. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to ap- <br />prove RESOLUTION NO. 4446, and Staff's recommendation as outlined. <br />Unanimous vote. <br />RESOLUTION NO. 4446 - <br />CORRESPONDENCE: <br />Legal Matters <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON SUPPORTING THE PROPOSED HOUSING REHABILI- <br />TATION AND STORM DRAIN PROJECTS, APPROVING THE <br />SUBMISSION OF GRANT APPLICATIONS FOR SAID PROJ- <br />ECTS AND AUTHORIZING THE MAYOR OF THE CITY OF <br />COLTON TO SIGN AND SUBMIT SAID APPLICATIONS. <br />Mr. Frank Rebollo and Mr. Alex Behm, residents of Lake Cadena Mobile <br />Home Park, made a presentation to the City Council with regard to the <br />continuing problems between the residents and owners of the Park, and <br />requested that the City Council establish an ordinance creating a <br />commission to handle grievances and problems for the residents. <br />A lengthy discussion followed between Mr. Rebollo, City Manager <br />Elliott and Mayor Huntoon, whereby Mayor Huntoon asked Mr. Rebollo <br />to come into his office to discuss this matter. <br />Planning <br />Mrs. Yolanda Lopez, 789 West "F" Street, Colton, referred to her <br />letter requesting that the City Council consider forming a Plann- <br />ing Sub -committee to study the South Colton area. <br />After discussion, moved by Councilwoman Cisneros, seconded by Council- <br />man Rios, to refer this matter to the Planning Department for recom- <br />mendation and to the Planning Commission for study. Unanimous vote. <br />Salaries <br />Res. No. 4447 <br />City Treasurer Margaret Berkebile read her letter requesting that the <br />City Council consider amending Resolution No. 4421, establishing a <br />Pay and Classification Plan for the City, to include a 3% increase <br />for the City Treasurer, effective January 1, 1984, as afforded the <br />other City employees. <br />Moved by Mayor Huntoon, seconded by Councilman Rios, to approve RESO- <br />LUTION NO. 4447.
