Vote <br />was unanimous. <br />ORDINANCE NO. 1672 - <br />(First Reading) <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />COLTON, CALIFORNIA, ADOPTING THE UNIFORM BUILDING <br />MECHANICAL, PLUMBING, HOUSING, SIGN, ADMINISTRA- <br />TIVE CODES AND THE UNIFORM CODE STANDARDS AND THE <br />UNIFORM CODE FOR ABATEMENT OF DANGEROUS BUILDINGS <br />AND REPEALING ORDINANCE NOS. 1579, 1593, 1601, <br />AND 1612 OF THE CITY OF COLTON AND ALL OTHER ORDI- <br />NANCES AND PARTS OF THE ORDINANCES IN CONFLICT <br />HEREWITH. <br />Zoning/General Plan Amendment <br />Ord. Nos. 1673 & 1674/Res. No. 4531 <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that a letter and petitions were received requesting the properties <br />remain zoned M-1. <br />Planning Director Aguilera reported on the zone changes, from M-1 to <br />M-1/SDA, on property bounded on the north by Congress, on the south <br />by Fogg, on the west by La Cadena, and on the east by Southern Pacific <br />Railroad; and from M-1 and M-2 to M-1/SDA, on property bounded on the <br />north by Fogg, on the south by Washington Street, on the west by La <br />Cadena, and on the east by Southern Pacific Railroad. <br />Mr. Aguilera stated there is also a General Plan Amendment, from Medium <br />Density Residential to General Industrial, for property bounded on the <br />north by Congress, on the south by Fogg, on the west by La Cadena, and <br />on the east by Southern Pacific Railroad. <br />Mr. Aguilera said although these items in question are separate and <br />distinct, Staff treats them together as they affect the same geographic <br />area. <br />Mr. Aguilera then gave some background information on the zone changes <br />and general plan amendments regarding the inconsistencies between the <br />zoning and General Plan designations, public hearings that were held, <br />recommendations from the Ad Hoc Committee that studied this matter, and <br />input from the property owners in that area. <br />Mr. Aguilera advised the Planning Commision has recommended that the <br />zoning remain essentially the same as it exists with the addition of <br />an SDA overlay zone which would require individual Commission approv- <br />al of any development in the area through the Conditional Use Permit <br />process. <br />Mr. Aguilera concluded if Council concurs with Planning Commission Reso- <br />lution Nos. 2026 and 2027, regarding the zone changes, then First Read- <br />ing of Ordinance Nos. 1673 and 1674 would be in order; and if Council <br />concurs with Planning Commission Resolution Nos. 2028 and 2029, adop- <br />tion of Resolution No. 4531 would be in order. <br />City Attorney Edwards then advised that inasmuch as both the zone <br />changes and general plan amendment involve the same areas, it would be <br />appropriate for anyone to speak about both matters at the same time, <br />and the Council can consider these matters simultaneously. <br />Mayor Huntoon stated before the public responds on these matters, he <br />would like to hear a report on the Fogg Street Underpass project. <br />Mr. Richard Neill, representing the engineering firm of Moffatt and <br />Nichol, advised that plans have been prepared and agreements signed <br />for the Fogg Street Grade Separation Project, which will cost ap- <br />proximately $3,170,000, with the State paying 80%, the Railroad pay- <br />ing 10%, and the City of Colton paying 10%. Mr. Neill said when this <br />project was started back in 1978 and the City applied for funding, the <br />DEC 41984 <br />
