444 <br />Mr. Lofy, Recreation Director, reported the Parks and Recreation <br />Commission met April 9 and 16, 1984, to review requests from the <br />individual youth leagues on ball field improvements and alterations. <br />Mr. Lofy said he further met with school district representatives <br />and the leagues individually prior to consulting with the city staff <br />on the feasibility and costs of the proposed projects. <br />Mr. Lofy said the Commission and he recommend the approval of allo- <br />cating $27,000 from the Park Development Tax Fund to cover the costs <br />of the proposed improvements. <br />City Manager Elliott reported that in his opinion the City should <br />charge labor costs to the Park Development Tax Fund rather than have <br />the City's salary account absorb that cost. Mr. Elliott stated that <br />if the City did not use the Park Funds, they would be lost. <br />Mr. Lofy reported on several memorandums covering the subject of the <br />Park Development Tax Fund, with regard to whether funds had to <br />actually be spent or simply committed. Mr. Lofy reported the funds <br />have been previously committed by Council action and the Commission <br />does not feel that labor should be charged to these funds. <br />Discussion followed with regard to gaining the greatest benefit from <br />the money available. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to <br />delete labor costs from the Park Development Tax Fund expenditures. <br />Unanimous vote. <br />CITY MANAGER REPORTS AND RECOMMENDATIONS <br />reements <br />City Engineer/D. Burnett <br />Councilwoman Garcia stated she had requested discussion on this <br />item because she would like to know how much the City will be <br />paying for consulting services and also, for how long a period <br />is this Agreement. <br />City Manager Elliott reported this agreement will be temporary for the <br />interim period of hiring a permanent Community Services Director, and <br />that the agreement can be terminated by either party. Mr. Elliott <br />said the fee would be about $59.00 per hour and that Mr. Burnett will <br />charge for actual work done and will be on call as needed. <br />Councilwoman Garcia asked how the decision was made to employ Mr. <br />Burnett. <br />City Manager Elliott said just on the fact that he is a former em- <br />ployee of the City and has been used in the past. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to <br />approve the Agreement with Neste, Brudin & Stone Incorporated. <br />Unanimous vote. <br />ORAL COMMUNICATIONS: <br />Reche Canyon Park <br />Mrs. Gerry Farris, Reche Canyon Road resident, addressed the Council <br />with regard to the recent action of denial by the Recreation and Parks <br />Commission for a park in their area. <br />Mrs. Farris said the proposed area for the park, although only two <br />acreas in size, is perfect in their opinion. Mrs. Farris stated the <br />area is directly across from the Hitching Post, from where it can be <br />looked after. Mrs. Farris said their desire is to obtain an <br />equestrain area, as well as a park. <br />Mrs. Farris said the Commission denied the site for the park because <br />it was felt that parcel was too small and they would like to look at <br />a larger parcel. Mrs. Farris asked that the city take a second look <br />at the existing parcel.. <br />MAY 1 � <br />
