491 <br />Mr. Aguilera concluded Staff recommends Council authorize the City <br />Manager to enter into an agreement with the San Bernardino County Com- <br />munity Housing Resource Board for provision of fair housing program <br />services, the agreement being subject to approval by the City Attorney <br />and approve the transfer of funds from the Water Improvements Account. <br />Ms. Mary Irving, Director of the San Bernardino County Community Hous- <br />ing Resource Board, stated she would be happy to answer any questions <br />that the Council Members may have. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, approv- <br />ing and authorizing the City Manager to enter into an Agreement with <br />San Bernardino County Community Housing Resource Board, and approval <br />of a transfer of funds, in the amount of $3,000 from the Water Im- <br />provements Account, for payment of services. Unanimous vote. <br />Agreements <br />GTK Ltd <br />Planning Director Aguilera reported on proposals from GTK Ltd., and <br />International Systems, Inc., to assist the City in finding, writing <br />and securing State and Federal grants for the City. Mr. Aguilera said <br />the proposal from International Systems was for a lesser fee with a <br />rN money -back guarantee. <br />Mr. Aguilera continued that Staff reviewed the City's necessity for <br />Q such services and felt this might be needed, however, the City Council <br />recently approved the County's Community Development Block Grant pro- <br />gram, to have the County process our grants. Mr. Aguilera stated in <br />view of this, our own Staff will no longer be in a position to apply <br />for C.D.B.G. funds, and can therefore use that time to apply for other <br />types of grants. <br />Mr. Aguilera concluded Staff recommends no action be taken on either <br />of these proposals. <br />I^ On Council consensus, no action was taken. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Vietnam Veterans Memorial <br />Acting Community Services Director John Hutton reported on the trans- <br />fer of the existing Vietnam Veterans Memorial, located at the Michigan <br />Street Mini -Park, to a more appropriate site, which is to be selected <br />by the City Council. <br />Mr. Hutton said Staff suggests three sites for Council's consideration, <br />the Civic Center, Fleming Park, or the base of the flagpole at the new <br />Library, and that the Council. also consider a ceremony for the placing <br />of the Memorial. Mr. Hutton stated the Vietnam Veterans Outreach Pro- <br />gram in Riverside should be contacted for the ceremony. <br />Mr. Hutton concluded Staff recommends Council approve moving the Viet- <br />nam Veterans Memorial to a site of Council's selection, and authorize <br />a ceremony for the placing of the Memorial. <br />Mr. Wes Hayden, 279 West Litton, advised the Council that he and Max <br />Lofy, Recreation Director, had discussed this matter, and felt that <br />possibly the Rotary Club might want to become involved in moving the <br />Memorial. Mr. Hayden then read a letter from the Rialto J. C.'s <br />stating this was a very worthwhile project and they would be happy <br />to assist in the cost for transferring the Memorial to a new site. <br />Mr. Hayden stated the Rotary Club has expressed their desire to pay <br />any costs involved in moving the Memorial from one site to another. <br />After discussion, moved by Councilman Rehrer, seconded by Councilman <br />Rios, to move the Vietnam Veterans Memorial from the Michigan Street <br />Mini -Park to the base of the flagpole at the new Library, to hold a <br />ceremony for the placing of the Memorial at the new site, and invite <br />the Vietnam Veterans Outreach Program and Rotary Club to participate <br />in the ceremonies.
