Mrs. Schon also spoke to the Council Members about the sign and tree, <br />stating the issue is not the sign, as that has already been approved, <br />however, they would like to have the tree removed, as it is old and <br />unsightly, and would block the view of the sign. <br />After discussion, moved by Councilwoman Cisneros, seconded by Council- <br />man Rehrer, the Public Hearing was terminated. Unanimous vote. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, granting <br />Appeal filed by Lincoln Jewelers, Michael Schon, on File Index No. V- <br />3-87. Unanimous vote. <br />City Attorney Edwards advised that Staff would prepare a resolution in- <br />dicating approval of the Appeal and making findings for Council's ap- <br />proval at the next regular Council Meeting. <br />CITY CLERK/RISK MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Liability Insurance <br />City Clerk Ramos presented the following report to the Council Members. <br />In January, 1987, Staff submitted three Joint Power Authority appli- <br />cations and one commercial application in the initial process to ob- <br />tain adequate and affordable liability coverage for the City. <br />Joint Power Authorities (JPAs) are cities working together to meet a <br />definite need for adequate liability coverage; their focus of concern <br />is City -oriented rather than profit. <br />The League of California Cities recent study reveals an estimated 327 <br />cities participate in one of the 21 liability insurance JPAs that cur- <br />rently exist to serve California cities, due to the fact that commer- <br />cial insurance has been largely unavailable or unaffordable. <br />Exhibit "A" outlines the quotes received. Based on extensive review <br />and analysis of the quotes and pool documents received, Staff recom- <br />mends that the City participate in the Independent Cities Risk Man- <br />agement Authority. <br />Independent Cities' strength lies in its length of existence. Found- <br />ed in 1980, no losses have been incurred to date. The Liability Pool- <br />ing Program provides cities with affordable excess insurance on an oc- <br />currence basis with a $1OM limit. Cities share risk over their self- <br />insurance retentions (SIRs), based on their allocated percentage of <br />participation. The pool is fully funded with over $30M in unallocated <br />reserves. <br />At the April 21, 1987, City Council Meeting, the Council authorized <br />purchase of Commercial Liability coverage from Planet Insurance with <br />a premium of $328,805. At that time, Staff recommended that this be <br />accepted as interim coverage, pending Staff's formal presentation to <br />LA <br />
