(9) Agreements <br />Approval of Tax Increment Pledge Agreement between the Rede- <br />velopment Agency for the City of Colton, the City of Colton, <br />and Crossroads Trade Center, Ltd. <br />(10) Claims <br />Santiago Esquivias, Wesley and Recta Spencer, versus the City <br />of Colton. Recommend denial. <br />Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to approve <br />the Consent Calendar. Unanimous vote. <br />MAYOR AND CITY COUNCIL ITEMS: <br />Awards <br />Mr. James F. Celano, District Manager, Automobile Club of Southern Cali- <br />fornia, San Bernardino District Office, presented the City Council with <br />a plaque from the American Automobile Association, stating Colton is <br />being recognized by the A.A.A. for its record of no pedestrian fatal- <br />ities in 1986 while meeting A.A.A. Standards of Safety Program per- <br />formance. Mr. Celano added that Police Chief Connolly and the Police <br />Department should be congratulated. <br />Five Cities Economic Development Authority <br />Mr. Nathan A. Simon, Mayor of the City of Fontana, and Chairman of the <br />Five Cities Economic Development Authority, made a presentation to the <br />City Council on behalf of the Five Cities Economic Development Authority, <br />requesting the City of Colton consider making a contribution in the <br />amount of $5,000 to cover legal costs for the law firm of Best, Best, <br />and Krieger, as Special Counsel, in the counter -claim and cross-claim <br />by Bank of America against the Five Cities in matters related to the <br />Operation Second Chance Bankruptcy proceedings. <br />Mr. Simon stated although the City of San Bernardino has their own at- <br />torney, the Committee feels that each City should honor their obligation <br />by contributing their share of the $5,000. Mr. Simon said this is a <br />nominal amount considering the potential loss of approximately $800,000 <br />to each city. <br />Councilwoman Cisneros stated the City of Colton had already given per- <br />mission, at a previous Council Meeting, to contribute $5,000. <br />Councilwoman Garcia stated she has some concerns about who this money <br />will be going to. <br />Mr. Simon stated there really was no need for concern, as each City is <br />willing to contribute an amount of $5,000, and the Joint Powers Agree- <br />ment authorizes the City of Fontana to maintain the funds of the Author- <br />ity. <br />2 <br />
