funds for conducting tests for contaminated materials, miscellaneous <br />street lighting, retrofitting of old historical lights for downtown. <br />Utility Expense includes ballfield lighting and traffic signals. <br />Capital Outlay includes a truck for the line crew and replacement of <br />older pickups, radio equipment to locate meter readers for field <br />assistance. Miscellaneous Equipment provides for a meter testing <br />board. Discussion was held on personnel appointments. <br />Moved by Councilman Rios, seconded by Councilwoman Garcia, to tentatively <br />approve the Electric Utility budget. <br />Capital Improvements - City Manager Benest reviewed the Capital <br />Improvements budget stating each item is in compliance with the General <br />Plan. Assistance City Manager Keane reported that each Board and <br />Commission reviewed their respective portions. <br />Moved by Councilman Rios, seconded by Councilwoman Cisneros to <br />tentatively approve the Capital Outlay budget. Unanimous vote. <br />Water Utility - City Manager Benest stated this budget provides for <br />one Water Supervisor for field crew and meter crew supervision, one <br />Maintenance Worker I to handle the two new water districts, and one <br />Water Utility Plans Examiner. The Plans Examiner will be a contract <br />position and be paid by fees charged to developers. <br />Council Members discussed their concern that perhaps the City is not <br />providing sufficient entry level working positions and that too many <br />supervisory positions have been provided. City Manager Benest replied <br />that the supervisory positions are working positions and that where the <br />City does not have the manpower, it will have to become more productive <br />to meet the service demands. <br />Councilwoman Cisneros brought up her concern with Standby Procedures. <br />Councilwoman Cisneros related an incident that occurred over the week <br />end. City Manager Benest stated the procedure will be looked at and <br />a report will be made to the City Council. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to <br />tentatively approve the Water Utility Budget. Unanimous vote. <br />Police - Mayor Gonzales stated he would like to address the request <br />made by Jon Zane for an additional Animal Control Officer. Ms. Keane <br />stated if Council desired to add an additional person, the License <br />Checker could be deleted and the additional monies taken from the <br />Council Contingency Fund. <br />ADJOURNMENT: <br />Mayor Gonzales adjourned the Meeting at 7:43 p. m., to meet for an Adjourned <br />Regular Meeting on Wednesday, June 29, 1988, at 5:30 p. m. <br />HELEN A.
