Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve the <br />Consent Calendar, with the exception of the hours for Sound Vehicle Permit <br />in Item No. 179 which should be 9:00 a.m. to 6:00 p.m. Unanimous vote. <br />MAYOR AND COUNCIL ITEMS: <br />Proclamations <br />Mayor Gonzales referred to two Proclamations, BUCKLE UP FOR LIFE CHALLENGE <br />November 1, 1988 through 1989, and NATIONAL BIBLE WEEK, November 20 - 27, <br />1988. Both Proclamations will be mailed to their respective agencies. <br />Rev. Mathias Jamison, of the First Presbyterian Church, spoke about the <br />D.A.R.E. Program, advising that he and several other local Pastors from <br />the Ministerial Association would like to see this Program in Colton. <br />Officer Chuck Greene, City of San Bernardino Police Department, made a <br />presentation on the D.A.R.E. Program in San Bernardino, advising how <br />successful the Program has become, and that other cities are now parti- <br />cipating in this Program. <br />Officer Greene stated this Program was begun in Los Angeles in 1983 in <br />conjunction with the Schools, and in 1985 the San Bernardino Police De- <br />partment introduced the D.A.R.E. Program at four elementary schools. <br />Officer Greene said D.A.R.E. - "Drug Abuse Resistance Education" - is a <br />preventive program. <br />Officer Greene then showed a video tape of how the D.A.R.E. Program works <br />in the Schools and how the students are educated against drugs. <br />Mayor Gonzales thanked Officer Greene for his presentation and said he <br />would like Staff to get in touch with Colton School District and see what <br />can be worked out to initiate a D.A.R.E. Program in Colton. <br />PUBLIC HEARINGS: <br />Joint Public Hearing <br />Mayor Gonzales declared the City Council Public Hearing open. <br />Chairperson Cisneros declared the Redevelopment Agency Public Hearing <br />open and asked for Roll Call. All Members present. <br />Deputy City Veralrud submitted the Affidavit of Publication and reported <br />that no protests had been received. <br />Mr. Benest reported on a Disposition and Development Agreement which will <br />provide for the renovation and expansion of the existing Navistar Truck <br />Sales and Service facility, also known as Dieterich International Truck - <br />4 <br />
