_Job Description - Water Utilities Manager & Welder/Water Service <br />Wnrkc-r <br />City Manager Sotelo reported that Council approved a Water Utilities <br />Management Study at the Council Meeting of February 5, 1991. Part <br />of the study was to develop a minimum certification and write new <br />job descriptions. The job descriptions for Water Utilities Manager <br />and Welder/Water Service Worker have been completed. The City is <br />required to employ a Grade III Operator by the Laws and Regulations <br />relating to certification of water treatment facility operation. Both <br />positions need to be recruited for in order to comply with State and <br />Federal Regulations and recommendation is for adoption of the job <br />descriptions as written. <br />Moved by Mayor Gonzales, seconded by Council Member Roman to approve <br />the job description for Water Utilities Manager and Welder/Water <br />Service Worker with the following modification to the Certificate <br />requirement for the Water Utilities Manager, "Possession of a valid <br />California Grade III Water Treatment Operator Certificate issued <br />by the State of California Department of Health Services is desirable". <br />Motion carried. Council Member Cisneros and Council Member Lofy <br />voting No. <br />City Manager Sotelo requested the following items be held over for <br />Closed Session: Cinco De Mayo - Special Considerations and Consider <br />Acceptance of Five Acre Park on Meridian Avenue in Lieu of Fees <br />(Reichel Project). <br />ORAL COMMUNICATION <br />Ruben Morales, 1952 Ohio, President of the Max Lofy Pony League, <br />addressed the Council regarding the process of selection for the <br />fireworks booth. He explained in detail the league's finances since <br />becoming President and how the fireworks booth is a main source of <br />revenue. Request was made to review the process for selection. <br />Council Member Cisneros responded that the Ordinance has been amended <br />several times since its inception and that it was difficult to even <br />get approval for fireworks to be allowed within the City. <br />Business License & Collections Officer Washington explained that the <br />selection process was based on the way the Ordinance is written and <br />suggested that possibly the Pony League could contact one of those <br />selected and see if they could share their booth. <br />Pastor Anderson, Healing Waters Church, explained that even though his <br />Church was selected for a booth there is an imbalance regarding <br />selection. <br />Council Member Lofy stated that the purpose of the fireworks booths <br />was to help programs that were in need. <br />7 <br />AP R 16 1991 <br />
