objecting to the annexation. Since Mr. Johnson does not own the prop- <br />erty he purports to represent, Mrs. Stratton requested that Mr. Johnson <br />set up a meeting with property owners Dr. Elerr and Mr. Cade. <br />Mr. Aguilera continued he then called Mr. Johnson several times during <br />the week and was informed by Mr. Johnson that he was waiting for a re- <br />sponse from Belco regarding a settlement offer; however, Mr. Bill Callazo, <br />of Belco, indicated that Mr. Johnson's offer was unacceptable. Mr. <br />Aguilera stated that Mr. Johnson then indicated he would continue to <br />oppose the annexation. Mr. Aguilera said that Mr. Johnson also indicat- <br />ed he would set up a meeting with the property owners for August 6, 1991. <br />Mr. Aguilera referred to a new map for that area, indicating changes <br />made in the street. Mr. Aguilera said this is the best location for <br />the street. <br />Mr. Aguilera concluded since the road has been dedicated to the City <br />and will serve as access to residences located within the City, Staff <br />recommends approval of Resolution No. R-66-91, initiating proceedings <br />for annexation, LAFCO NO. 2681. <br />Councilman Lofy asked if our City Engineer, Glenn Wilson, had stated <br />this would be in the best interests of the City. <br />Mr. Aguilera responded yes. <br />Mr. Larry Johnson, 11930 Reche Canyon Road, stated he appreciated the <br />meetings with the City, however, he still feels the location of this <br />street next to an existing street is a dangerous situation. Mr. Johnson <br />said the City Attorney stated there could be other locations for this <br />street. Mr. Johnson said he is fearful for his family using this <br />street. <br />City Attorney Edwards said he has been misquoted and that he made no <br />such statement to Mr. Johnson. <br />Dr. Bryon Eller, 25983 Brookmere, Loma Linda, spoke about the annexa- <br />tion of Peppertree Lane, stating he is one of the owners of this street <br />and the traffic is a very bad situation in that area, and he feels this <br />will compound the problem. Dr. Eller said the City Council needs to <br />consider the traffic situation in that area. <br />Mr. Cliff Cade, 11920 Reche Canyon Road, Colton, stated he is the other <br />owner of Peppertree Lane, and the traffic is very bad at that location. <br />Mr. Cade suggested this matter needs more consideration before being <br />passed. <br />Councilman Roman asked what is the alternative to this matter. <br />Community Development Director Aguilera stated a street could be placed <br />in Lot #1, making this lot a street, however, the only problem with <br />that alternative is the street would enter into the Belco Tract and <br />dead-end there. Mr. Aguilera continued when the rest of the area would <br />begin developing, another street would have to be put in, therefore, <br />7 <br />AUG 6 -1991' <br />
