Unanimous vote. <br />MAYOR AND COUNCIL ITEMS: <br />Proclamations <br />Mayor Gonzales read in full a Proclamation designating the month of <br />September, 1991, as INTERNATIONAL LITERACY MONTH. The Proclamation <br />was accepted by David Davis, City Librarian. <br />Boards & Commissions <br />Moved by Councilman Rehrer, seconded by Councilman Lofy, ratifying ap- <br />pointment of Ruben Morales to the Parks & Recreation Commission. Vote <br />was unanimous. <br />Annual Congress of Cities <br />Moved by Councilman Lofy, seconded by Councilman Rehrer, appointing <br />Councilwoman Cisneros as Voting Delegate and Mayor Gonzales as Voting <br />Alternate for Annual Congress of Cities Conference to be held in Las <br />Vegas, Nevada, December 12 - 16, 1991. Unanimous vote. <br />Presentations <br />Parks, Recreation & Human Services Director Gayton stated he would like <br />to take this opportunity to present the individuals who comprised the <br />League All Star Teams for this Spring and Summer to the City Council. <br />Mayor Gonzales and Bengie Ibarra read the names of each player for <br />each team, and presented each recipient with a Certificate of Recog- <br />nition.
