Mr. Hutton then reviewed the alternatives and financial impact, advising <br />the fund account supporting dump charges will need to be increased by <br />$120,000 to $238,000 per year, even if no other tipping rate or opera- <br />tional increase were considered for the current fiscal year; or reduced <br />services should be considered to offset the increase in dumping fees. <br />Mr. Hutton stated the proposed FY91-92 residential refuse collection <br />fee is $13.96 per month or a 28% increase over the current fee. <br />The propoposed commercial collection fee also represents a 28% increase. <br />Mr. Hutton stated alternatives to landfill disposal must be a priority <br />now, not only to hopefully decrease landfill tipping costs, but to re- <br />duce the total environmental impact related to landfills. Material re- <br />covery facilities, or resource recovery, is the primary goal and, al- <br />though it is becoming increasingly accepted by individuals, the private <br />industry needs to increase its need for recyclable materials, creating <br />a more stable market for this resource. <br />Mr. Hutton concluded Staff recommends the City Council waive full read- <br />ing and pass First Reading of Ordinance No. 0-18-91, setting Refuse <br />Rates for both commercial and residential pickup. <br />Mayor Gonzales asked if anyone present desired to speak on this matter. <br />Councilman Rehrer stated he would not be in favor of raising these rates. <br />Moved by Councilman Lofy, seconded by Mayor Gonzales, to close the <br />Public Hearing. Unanimous vote. <br />Councilman Lofy asked if this matter has been reviewed by the Utilities <br />commission. <br />City Manager Stratton stated the Utilities Commission has been involved <br />with a portion of the increase in the rates. Mrs. Stratton suggested <br />the Council consider First Reading of the Ordinance, and this matter <br />could be returned to the Utilities Commission for their review before <br />final adoption of the Ordinance. <br />Mr. Henry Mendoza, 464 West I'M" Street, Colton, said he felt this matter <br />should go back to the Utilities Commission for discussion. <br />Moved by Councilwoman Cisneros, seconded by Councilman Lofy, to refer <br />the proposed Sanitation Rate increase matter to the Utilities Commission <br />for discussion and review.
