Mr. Newcombe stated he was not really sure about the fee, however, the <br />City could contact LAFCO in that regard. Mr. Newcombe said, at any rate, <br />the fee would be approximately $1,500 to $2,000. <br />After additional discussion, moved by Councilwoman Cisneros, seconded by <br />Councilman Roman, to approve signing the Memorandum of Understanding with <br />the San Bernardino County Regional Parks Department and adopt Resolution <br />No. R-9-91, to be included in the proposed San Bernardino County Regional <br />Parks and Open Space District. Vote was unanimous. <br />RESOLUTION NO. R-9-91 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON REQUESTING TO BE INCLUDED IN THE CREATION <br />OF A PROPOSED SAN BERNARDINO COUNTY REGIONAL PARKS <br />AND OPEN SPACE DISTRICT. <br />Speaking in opposition to this issue were Mr. Robert E. Sparks, 3029 <br />Prado Lane, Colton, and Mr. George Fulp, 1497 Cindee Lane, Colton, stat- <br />ing this would be like an open end tax and the citizens of Colton would <br />be faced with an increase in taxes that could escalate each year, and <br />the City should take their time on this matter and possibly consider it <br />next year. Mr. Fulp also presented the City Council with a Petition, con- <br />taining approximately 70 signatures, opposing the Regional Parks and Open <br />Space District. <br />Councilman Lofy stated that he voted in favor of this issue to get it <br />on the ballot and let the citizens decide for themselves. Mr. Lofy <br />stated he was concerned, however, that the people are not getting the <br />whole story or the negative aspects of this issue. <br />CLOSED SESSION: <br />The City Council adjourned to Closed Session at 4:25 p. m., to discuss <br />Personnel Matters, pursuant to Government Code Section 54957, and Liti- <br />gation, pursuant to Government Code Section 54956.9(a), and reconvened <br />at 5:53 p. m., all Members present. <br />Personnel/Police <br />City Manager Sotelo requested ratification of his appointment of Captain <br />Jack Stratton as Police Chief for the City of Colton. <br />Moved by Councilwoman Cisneros, seconded by Councilman Lofy, ratifying <br />appointment of Jack Stratton as Police Chief for the City of Colton. <br />Unanimous vote. <br />Newly -appointed Police Chief Stratton thanked the City Manager and <br />Councimembers for their vote of confidence, stating he will do every- <br />thing possible to make the Colton Police Department one of the finest <br />and the City of Colton a safe place to live. <br />Councilman Roman commended Police Chief Stratton for opening the lines <br />of communication with the Police Department, stating that was a positive <br />move. <br />2 <br />JAN 2 8 1991 <br />
