Moved by Council Member Cisneros, seconded by Council Member Rehrer, to approve the Consent Calendar. Unanimous vote. MAYOR AND COUNCIL ITEMS: Proclamations Mayor Gonzales read a Proclamation declaring National Women's History Month - March 1991. Mayor Gonzales presented the proclamation to Council Member Cisneros, Chairwoman of the San Bernardino County Commission on the Status of Women. Council Member Cisneros announced the Essay Writing and Poster Design Competition entitled, "Nurturing Tradition, Fostering Change" and said she hoped all the Colton students, grades K-12 would participate and become winners. Resolution Mayor Gonzales read a Resolution of Commendation for the Colton Scorpions Soccer Team, who became the first back-to-back 1990 and 1991 California Youth Soccer Association -South State Cup Champions. Mayor Gonzales awarded each Soccer Team Member a Certificate, as well, as to Team Manager Mike Vargas, Coach Ray Fennell and Team Mother Cookie Vargas. The Council recessed for 5 minutes to take photographs with the Champion Scorpions Team. Correspondence: Mayor Gonzales read a letter from Ms. Jeanne L. Hart, dated March 5, 1991, regarding the crosswalk at Mt. Vernon and Palm Drive. Ms. Hart was concerned with the failure of vehicular traffic stopping for crosswalk pedestrians. City Manager Sotelo reported the letter is being referred to the Public Works Department and to the Traffic Committee for a recommendation. COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: Park Property/In Lieu of Fees (John Reichel) Director Aguilera stated the background material on this issue is contained in the City Council packet. Tonight, he will report on the latest issues. Director Aguilera stated Mr. Reichel has advised that the issue of accepting land in lieu of park development fees for this project was agreed to by the previous City Manager, Leslie Keane Stratton. A letter from Leslie Keane Stratton attesting to these facts and a copy of the Subdivision Agreement are in the packet. The agreement is documented in the Subdivision Agreement for Tentative Tract Maps 14158 and 14159 and Parcel Map 12677 that was approved by the Council, in concept, at the August 15, 1989 Council Meeting. 0 MAR1�19��
