Moved by Council Member Cisneros, seconded by Council Member Rehrer, <br />to approve the Consent Calendar. Unanimous vote. <br />MAYOR AND COUNCIL ITEMS: <br />Proclamations <br />Mayor Gonzales read a Proclamation declaring National Women's History <br />Month - March 1991. Mayor Gonzales presented the proclamation to <br />Council Member Cisneros, Chairwoman of the San Bernardino County <br />Commission on the Status of Women. Council Member Cisneros announced <br />the Essay Writing and Poster Design Competition entitled, "Nurturing <br />Tradition, Fostering Change" and said she hoped all the Colton students, <br />grades K-12 would participate and become winners. <br />Resolution <br />Mayor Gonzales read a Resolution of Commendation for the Colton <br />Scorpions Soccer Team, who became the first back-to-back 1990 and <br />1991 California Youth Soccer Association -South State Cup Champions. <br />Mayor Gonzales awarded each Soccer Team Member a Certificate, as well, <br />as to Team Manager Mike Vargas, Coach Ray Fennell and Team Mother <br />Cookie Vargas. <br />The Council recessed for 5 minutes to take photographs with the <br />Champion Scorpions Team. <br />Correspondence: <br />Mayor Gonzales read a letter from Ms. Jeanne L. Hart, dated March 5, <br />1991, regarding the crosswalk at Mt. Vernon and Palm Drive. Ms. Hart <br />was concerned with the failure of vehicular traffic stopping for <br />crosswalk pedestrians. <br />City Manager Sotelo reported the letter is being referred to the Public <br />Works Department and to the Traffic Committee for a recommendation. <br />COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Park Property/In Lieu of Fees (John Reichel) <br />Director Aguilera stated the background material on this issue <br />is contained in the City Council packet. Tonight, he will report on <br />the latest issues. Director Aguilera stated Mr. Reichel has advised <br />that the issue of accepting land in lieu of park development fees <br />for this project was agreed to by the previous City Manager, Leslie <br />Keane Stratton. A letter from Leslie Keane Stratton attesting to <br />these facts and a copy of the Subdivision Agreement are in the packet. <br />The agreement is documented in the Subdivision Agreement for Tentative <br />Tract Maps 14158 and 14159 and Parcel Map 12677 that was approved by <br />the Council, in concept, at the August 15, 1989 Council Meeting. <br />0 <br />MAR1�19�� <br />
