ADJOURNED CITY COUNCIL MEETING May 28, 1991 In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City of Colton was held on the above given date, at 6:45 p.m., in the Council Chambers of City Hall, Mayor Pro tempore Lofy presiding. ROLL CALL Council Members present were Roman, Cisneros, Rehrer, and Lofy. Also present were City Manager Sotelo, City Attorney Edwards and City Clerk Ramos. Absent was Mayor Gonzales. RISK MANAGER'S REPORTS AND RECOMMENDATIONS: Senate Bill 198 Risk Manager Ramos reported the purpose of the study session was to present to the City Council a brief overview of Senate Bill 198, known as the Cal/OSHA Injury and Illness Prevention Program. Mrs. Ramos presented a brief overview stating the impact, plans for compliance and implementation and the critical areas of the program. Mrs. Ramos introduced staff present; John Taylor, City's Safety Consultant of Western Consulting Services, Leroy Cox, Western Consulting Services and Joanne Knowles, Administrative Analyst. The City Council viewed the SB 198 Video Tape, which outlined the elements that must be contained within an Injury and Illness Prevention Program. Risk Manager Ramos said in addition to the basic program, staff has been working to meet other Cal/OSHA required programs such as, the Hazardous Communication Program. Mrs. Ramos called on Joanne Knowles to bring the Council up to date on this program. Mrs. Knowles reported staff has been working on compiling a Master Index Book, for Material Safety Data Sheets. Mrs. Knowles stated the sheets are in conjunction with the hazardous material inventory conducted. Once all the data sheets are obtained from the product manufacturer, employees are trained in the hazards contained in the materials being used in the course of their specific duties. Mrs. Knowles said staff also worked on First Aid Kits tailored to meet the needs of each department. This action will put the City in compliance with the Cal/OSHA citations in the Water Department. Mr. John Taylor, Safety Consultant, stated the City of Colton is in compliance with the Hazardous Communication Program and the Hazardous _. Waste Program and will be in compliance with SB 198. Mr. Taylor said the City does have a Safety Program and Safety Committee in place, both of which are being improved through SB 198. 1 MAY 2 8 1991
