ADJOURNED CITY COUNCIL MEETING <br />May 28, 1991 <br />In accordance with notice duly and legally given, an Adjourned Regular <br />Meeting of the City Council of the City of Colton was held on the above <br />given date, at 6:45 p.m., in the Council Chambers of City Hall, Mayor <br />Pro tempore Lofy presiding. <br />ROLL CALL <br />Council Members present were Roman, Cisneros, Rehrer, and Lofy. <br />Also present were City Manager Sotelo, City Attorney Edwards and <br />City Clerk Ramos. Absent was Mayor Gonzales. <br />RISK MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Senate Bill 198 <br />Risk Manager Ramos reported the purpose of the study session was to <br />present to the City Council a brief overview of Senate Bill 198, <br />known as the Cal/OSHA Injury and Illness Prevention Program. <br />Mrs. Ramos presented a brief overview stating the impact, plans for <br />compliance and implementation and the critical areas of the program. <br />Mrs. Ramos introduced staff present; John Taylor, City's Safety <br />Consultant of Western Consulting Services, Leroy Cox, Western Consulting <br />Services and Joanne Knowles, Administrative Analyst. <br />The City Council viewed the SB 198 Video Tape, which outlined the <br />elements that must be contained within an Injury and Illness <br />Prevention Program. <br />Risk Manager Ramos said in addition to the basic program, staff <br />has been working to meet other Cal/OSHA required programs such as, the <br />Hazardous Communication Program. Mrs. Ramos called on Joanne Knowles <br />to bring the Council up to date on this program. <br />Mrs. Knowles reported staff has been working on compiling a Master <br />Index Book, for Material Safety Data Sheets. Mrs. Knowles stated the <br />sheets are in conjunction with the hazardous material inventory conducted. <br />Once all the data sheets are obtained from the product manufacturer, <br />employees are trained in the hazards contained in the materials being <br />used in the course of their specific duties. Mrs. Knowles said staff <br />also worked on First Aid Kits tailored to meet the needs of each <br />department. This action will put the City in compliance with the Cal/OSHA <br />citations in the Water Department. <br />Mr. John Taylor, Safety Consultant, stated the City of Colton is in <br />compliance with the Hazardous Communication Program and the Hazardous <br />_. Waste Program and will be in compliance with SB 198. Mr. Taylor said <br />the City does have a Safety Program and Safety Committee in place, both <br />of which are being improved through SB 198. <br />1 <br />MAY 2 8 1991 <br />
