Proclamations <br />Mayor Gonzales read in full a Proclamation declaring November 21, 1991, <br />as AMERICAN CANCER SOCIETY'S GREAT AMERICAN SMOKEOUT. <br />PUBLIC HEARINGS: <br />Annexations <br />Mayor Gonzales announced the Public Hearing on Colton Annexation South <br />44, Agua Mansa Area, will be held on Tuesday, November 19, 1991. <br />Appeals <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />City Clerk Ramos stated a letter had been submitted by Regency Outdoor <br />Advertising requesting a continuance of the Public Hearing to Tuesday, <br />November 19, 1991. <br />On Council Consensus, the Public Hearing was continued. <br />COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Appeals <br />Community Development Director Aguilera stated the matter concerning <br />Appeal of Planning Commission decision on File Index No. DS -42-91, <br />Home Savings of America, will be continued to Tuesday, November 19, <br />1991. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Certification of Petition <br />City Manager Stratton reported on the Certification of an Initiative <br />Petition to establish Councilmanic Districts. <br />Mrs. Stratton continued Government Code Section 34872 sets out specific <br />requirements for a district election ordinance, and the ordinance must <br />include the number of districts proposed, a description of the boundaries <br />of each district, a numbering of each district, and a statement as to <br />whether Councilmembers will be elected "by" or "from" districts. <br />Mrs. Stratton advised the Colton Voters for Fair Representation Committee <br />submitted a Petition to the City Clerk on October 10, 1991, containing <br />4,712 signatures, which would place an initiative ordinance on the <br />ballot establishing election of Colton Councilmembers "by" district, estab- <br />lish six councilmanic districts, and provide for at -large election of the <br />3 <br />NOV 5 ` f091 <br />
