Proclamations Mayor Gonzales read in full a Proclamation declaring November 21, 1991, as AMERICAN CANCER SOCIETY'S GREAT AMERICAN SMOKEOUT. PUBLIC HEARINGS: Annexations Mayor Gonzales announced the Public Hearing on Colton Annexation South 44, Agua Mansa Area, will be held on Tuesday, November 19, 1991. Appeals Mayor Gonzales declared the Public Hearing open. City Clerk Ramos submitted the Affidavit of Publication and reported that no protests or objections had been received. City Clerk Ramos stated a letter had been submitted by Regency Outdoor Advertising requesting a continuance of the Public Hearing to Tuesday, November 19, 1991. On Council Consensus, the Public Hearing was continued. COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: Appeals Community Development Director Aguilera stated the matter concerning Appeal of Planning Commission decision on File Index No. DS -42-91, Home Savings of America, will be continued to Tuesday, November 19, 1991. CITY MANAGER'S REPORTS AND RECOMMENDATIONS: Certification of Petition City Manager Stratton reported on the Certification of an Initiative Petition to establish Councilmanic Districts. Mrs. Stratton continued Government Code Section 34872 sets out specific requirements for a district election ordinance, and the ordinance must include the number of districts proposed, a description of the boundaries of each district, a numbering of each district, and a statement as to whether Councilmembers will be elected "by" or "from" districts. Mrs. Stratton advised the Colton Voters for Fair Representation Committee submitted a Petition to the City Clerk on October 10, 1991, containing 4,712 signatures, which would place an initiative ordinance on the ballot establishing election of Colton Councilmembers "by" district, estab- lish six councilmanic districts, and provide for at -large election of the 3 NOV 5 ` f091
