ADJOURNED CITY COUNCIL MEETING <br />October 2, 1991 <br />In accordance with notice duly and legally given, an Adjourned Regular <br />Meeting of the City Council of the City of Colton was held on the above <br />given date, at 5:30 p.m., in the Council Chambers of City Hall, Mayor <br />Gonzales presiding. <br />ROLL CALL: <br />Councilmembers present were Roman, Cisneros, Rehrer, Lofy, and Mayor <br />Gonzales. Also present were City Manager Stratton, Finance Director <br />Acevedo and City Clerk Ramos. <br />BUDGET: <br />City Manager Stratton reported this evening the Council will hear the <br />budgets for Library, Parks, Recreation and Human Services, Police <br />and General Government. <br />-11"�i4 <br />City Manager Stratton stated the Library is a very minimum budget. The <br />Grant Programs have previously been approved by the Council. City <br />Manager Stratton stated City Librarian David Davis will make a <br />brief presentation. <br />City Librarian David Davis presented the goals of the Library and <br />presented a 15 -minute slide presentation showing the current manual <br />system and the proposed computer system for checking books in and out. <br />Mr. Davis said studies indicate the return rate of books will be <br />increased to 85%, the current loss value of non -returned library books <br />is estimated at $35,000, the computer system should reduce this loss <br />to $5,000 and the current revenue of $8,000 in late fines should double. <br />Mr. Davis stated the Library budget is very severe, there is 25% <br />less funding than two years ago. The Library had hoped to increase <br />staff and hours at the Luque Library. The grant funding for this year <br />is 25% less than last year and next year it will be down to 50%. Mr. <br />Davis said next year the Library will be asking the City for financial <br />help in order to keep the programs going. <br />Mrs. Ruth Martinez, Families for Literacy Program Coordinator, <br />reported that the City of Colton Library is one of 29 libraries in <br />the State to get funding for Families for Literacy, which is targeted <br />for children under 4 years of age in hopes of breaking the literacy <br />cycle in the family. Mrs. Martinez stated she has been tutoring <br />an adult, Isaac Johnson, and he would like to say a few words. <br />1 <br />
