(20) Notice of Completion <br />Acceptance of Thayre Electric work as Complete - Carnegie <br />Museum/Library - and authorize filing the Notice of Com- <br />pletion. <br />(21) RDA Acknowledge and Approve Actions of the Redevelopment Agency <br />for the City of Colton regarding the San Bernardino/Colton/ <br />Loma Linda Joint Powers Financing Authority, RESOLUTION NO. <br />R-96-91. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to ap- <br />prove the Consent Calendar, with deletion of Item Nos. 10 and 12. <br />Unanimous vote. <br />MAYOR AND COUNCIL ITEMS: <br />Awards <br />Mr. Stephen Rhoads, Executive Director of the California Energy Commis- <br />sion, presented the City of Colton with an outstanding Energy Achieve- <br />ment in Local Government Award, as a result of its energy conservation <br />measures taken in 1991, in particular at the Civic Center, Hutton Center, <br />Library and Electric Department office building. The award was re- <br />ceived by Mayor Gonzales and Rob Buell, Senior Energy Services Special- <br />ist. <br />Proclamations <br />Mayor Gonzales read in full a Proclamation declaring from November 1, <br />1991 through 1992 as BUCKLE -UP FOR LIFE CHALLENGE. <br />Resolutions <br />Mayor Gonzales reported on Resolution No. R-97-91, which would support <br />and endorse Measure 11L11,, the 1991 Ballot issue of Bonds, and would have <br />a significant effect on the State's community colleges. <br />Stuart M. Bundy, Chancellor of San Bernardino Community College Dis- <br />trict, and Joe Baca, Member of the Board of Trustees of San Bernardino <br />Valley College, urged the City Council to pass this Resolution. <br />Moved by Mayor Gonzales, seconded by Councilman Lofy, to adopt RESOLU- <br />TION NO.
