ADJOURNED CITY COUNCIL MEETING <br />October 24, 1991 <br />In accordance with notice duly and legally given, an Adjourned Regular <br />Meeting of the City Council of the City of Colton was held on the above <br />given date, at 5:30 p.m., in the Council Chambers of City Hall, Mayor <br />Gonzales presiding. <br />ROLL CALL: <br />Councilmembers present were Roman, Cisneros, Rehrer, Lofy, and Mayor <br />Gonzales. Also present were City Manager Stratton, Finance Director <br />Acevedo and City Clerk Ramos. <br />BUDGET: <br />City Manager Stratton reported at the first budget review, staff <br />reported that the proposed budget contained a 3.5 million deficit. <br />Staff recommended borrowing 2.5 million dollars from the Sewer <br />Development Fund, leaving a deficit of $471,000 to be funded for a <br />balanced budget. Mr. Richard Acevedo, Finance Director, made several <br />proposals for balancing the budget. Mrs. Stratton reviewed the process <br />used to balance the budget, saying the total available after making up <br />the Negative Fund Balance is $15,017,200; the Proposed Spending for <br />Fiscal Year 1991-92 is $19,098,700. It is proposed not to pay the <br />self-insurance premium for a reduction of $81,500 and a 10% employee <br />vacancy savings of $1,500,00; leaving a 2.5 million dollar deficit. The <br />2.5 million is proposed to be borrowed from the Sewer Development Fund <br />will balance the budget. <br />City Manager Stratton reviewed the General Fund Department Totals, which <br />reflect either a plus or minus from fiscal year 1990-91. City Manager <br />Stratton stated the proposed budget contains no money for salary <br />increases, no money for emergencies or contingencies, contains no <br />new positions: one vacant position in the Park Maintenance Division <br />and three in the Fire Department have been upgraded; two part-time <br />permanent positions in the Building Maintenance Division have been <br />traded for one full time position and assumes that the City will <br />not fill vacant positions as they occur. <br />City Manager Stratton stated the only additions to the budget since <br />the first review are some travel monies for the Planning Commission <br />and the Parks and Recreation Commissions. City Manager Stratton said <br />upon City Council direction, she will proceed to prepare the Budget <br />Resolutions for formal adoption of the Budget at the November 5, 1991, <br />City Council Meeting. <br />Moved by Councilmember Cisneros, seconded by Councilmember Lofy to <br />instruct the City Manager to prepare the resolutions for adoption of the <br />budget as presented. Unanimous vote. <br />Councilmember Lofy stated he would like to clarify the direction given <br />to the City Manager by the City Council and also to state his concurrence <br />1 <br />OCT 2 4 1991 <br />
