A lively discussion ensued on the issue of rate increases with all Councilmembers agreeing that <br />they will receive many complaints from heir constituents. Questions on build -out capacity and <br />outflow to Mission Bridge were raised. Grand Terrace City Manager Schwab stated that Grand <br />Terrace has 1000 capacity and the City is at 95% wild -out. He found it unfair to pay additional <br />capacity. Grand Terrace Mayor Matteson asked if Staff had conducted comparable studies with <br />the City of Rialto. He was reminded that 7 1/2 years ago, the City of Malta opted to independently <br />develop their waste water treatment plan. Their evolution is at a higher standard; however, they <br />are also having to enhance their ,system to meet additional regulatory requirements. Grand Terrace <br />City Manager Schwab asked if there is any capital improvement funding or RDA fending available. <br />Mr. Herrera replied the .per funding available is the low-interest loan. <br />Colton City Manager Lewis offered a tour of the existing facility for visual study, to tale place at <br />the end of today's meeting. <br />In response to Grand Terrace Gray ManagerSchwab's question, Galton City Manager Lewis <br />announced that the sewer service rate increase would be introduced at the next Colton City Council <br />Meeting. <br />Grand Terrace Mayor Matteson expressed appreciation for the City of Coltonss allowing their <br />participation at this Study Session. <br />,ADJOURNMENT: <br />There being no further business to come before the City Council at this time, on Motion by <br />Councilmernber Lofy, seconded by Councilmember Rehrer, and unanimously passed, Mayor <br />Gonzales adjourned the meeting at 6:42 P.
