M!gnlhly Utility Billing <br />City Manager Lewis called on Project Coordinator Daryl Parrish who reported that the utilities <br />billing system has been finalized and is the same as reported at the City Council Meeting of <br />August 4, 1992. Those customers who can pay the utility bill in full are encouraged to do <br />so. For monthly installment after receipt of billing, the interested customer will be allowed <br />to pay one-half or more of their bill within thirty-five (35) days of the billing date before shut- <br />off. The customer <br />would receive the bill for the second installment approximately twenty-five (25) days after <br />the first billing. Mr. Parrish reported that at its meeting of August 10, 1992, the City of <br />Colton Utilities Commission supported Staff's recommendation for the above option including <br />upgrade of data processing system and addition of personnel in Finance Department and <br />Electric Department. <br />Motion by Councilmember Cisneros, seconded by Councilman Lofy, to approve the proposal <br />for monthly utilities billing. Unanimous vote. <br />RESOLUTION NO. R-100-92 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON AMENDING THE CUSTOMER SERVICE POLICY <br />AND RATE SCHEDULE FOR THE ELECTRIC UTILITY <br />CUSTOMERS. <br />Paramedic Pr_Qgrgm <br />Fire Chief Hall reported that the study of the State's Government Code and Health and <br />Safety Code is complete and city Counsel has found that the City of Colton can continue <br />to provide emergency medical services. The City of Colton is accorded "grandfathered" <br />status because it was in business in 1980, The City Attorney is compiling an agreement <br />describing the emergency program which will be submitted by County Counsel to the Board <br />of Supervisors for their action. If County Counsel does not move forward, the Fire <br />Department, via the Fire Chief, will place itself on the Board of Supervisors' Agenda to voice <br />the City's opinion and concerns. City Manager Lewis emphasized that by establishing its <br />medical services program, City Council is initiating better medical services, better response <br />and less cost to its citizens. <br />Housing Pro --Qrpm <br />City Manager Lewis stated he would report on behalf of Economic Development Director <br />Zamora.
