Staff recommended the lease purchase and operation of three Fire <br />Department Paramedic Ambulances within the City of Colton. <br />Staff further recommended a billing structure for the paramedic <br />ambulance system as follows: <br />Patients with health insurance/ambulance coverage - accept policy <br />limits; <br />Patients with. Medicare or Medi -Cal Insurance - accept the system's <br />allowance; <br />Patients with no insurance, with a demonstrated abilit t© a <br />accept payment upon receipt of bill or upon approval of payment <br />schedule; <br />Patients with no insurance with a demonstrated inability to Ea - <br />there will be no charge. <br />Staff disclosed a possible future recommendation: <br />Ambulance Membership Program - accept an annual $50.00 fee for <br />family coverage. <br />After discussion, Chief Hall indicated he would address the $50.00 <br />annual fee for family coverage at another time. <br />Motion by Councilmember Beltran to table this matter to a later time to <br />allow thea to take the matter to the people for their vote was seconded <br />by Councilmember Rios. <br />Motion by Councilmember Sandoval, seconded by Councilmember Bennett, to <br />accept staff recommendation and move forward with something the <br />community has been waiting for. <br />City Attorney Brown announced that two motions have been made - Motion <br />by Beltran/Rios to table the matter and notion by Sandoval/Bennett to <br />adopt staff recommendation. He advised that if Robert's Rules of Order <br />prevailed, vote on the second -alternate motion would be in order. He <br />offered that the natter was subject to the City Council's discretion. <br />Councilmember Rios strongly objected to proceeding Further as he had not <br />received paperwork for his review; therefore, he could, not make an <br />informed decision. Councilmembers Cook, Sandoval and. Bennett said, each <br />had requested information and had promptly received. it. <br />Attorney John Nolan, representing Courtesy Ambulance, pointed to a <br />glaring problem where information has not been provided to all of the <br />councilmembers. He indicated he had been provided information upon <br />request and he felt that the information should be made public. There <br />is no rate structure and there is no indication that rates will be at a <br />6 <br />33i <br />
