In accordance with Meeting of the City given date at 4: X37 Gonzales presiding. ROLL CALL: ADJOURNED CITY COUNCIL MEETING FEBRUARY 23o 1993 notice duly and legally given, an Council of the City of Colton was P. M., in the Council Chambers of Adjourned Regular held on the above City Hall, Mayor Councilmembers present were Bennett, Sandoval, Cisneros, Cook, Beltran and Mayor Gonzales. Also present were Deputy City Attorney Biggs, City Manager Lewis, and. City Clerk Ramos. At 4#610 R. M., Council -member Rios assumed his place on the dais. AGENDA REVIEW: None. MAYOR. & CITY COUNCIL ITEMS: Nepotism City Manager Lewis said the resolution on nepotism was before then for reconsideration. Councilmember Cisneros recalled the item was included on the agenda for setting of a workshop session. Mayor Gonzales expressed concern with the nepotism polio which exists in the Cita Employees' MOUs. If action is taken, it would appear that the City negotiated in had Faith. Motion .is made by Mayor Gonzales, seconded by Councilmember Beltran, to allow the nepotism policy to be reviewed and negotiated in the upcoming meet and confer sessions. Discussion followed. With most of her questions answered, Councilmember Bennett indicated she would like to see the issue of contracts being let to relatives of councilmembers or commissioners be included, for discussion. Councilmember Beltran stated the nepotism policy regarding a contract is not a. part of the MGI or appropriate for consideration by the unions and association. Mayor Gonzales agreed that under the. law, Council is bound by conflict of interest. Councilmember Bennett requested that "and Commissioners" be included in the definition of "employee." Councilmember Bennett asked if when a contract is under $5,000, it does not go out to bid. Deputy City Attorney Biggs answered. that was correct, it is not required. .Deputy City Attorney Biggs advised that the conflict of interest as to letting of contracts is not an issue to be considered by the employee associations. Councilmember Bennett acknowledged.
