JOINT MEETING <br />CITY COUNCIL OF THE CITY OF COLTON <br />AND THE <br />RECREATION AND PARRS COMMISSION <br />SEPTEMBER 27,, 1993 <br />A joint meeting of the City Council and the Recreation and Parks <br />Commission of the City of Colton was held on the above date at 6:20 p.m. <br />Councilmembers present and absent as .noted earlier. Commission members <br />present were Suzan Carr, Mary Chavez, Eddie Gonzales, Brett Buffington <br />and Chairperson Sal Rios. .Also present was Max Bowman, Acting <br />Recreation Director. Commission Members absent were David Toro and <br />Nadine Yarnell. <br />Director Bowman introduced Mr. John. Spohrer, Architect, Archi Systems <br />International. Mr. Spohrer stated he had been in business for 20 years <br />and they have done many projects both here in the United States and <br />Nationally. Some of their projects have been hotels such as, the Long <br />Beach Hyatt and the Newport Day Marriott, both of which have recreation <br />facilities within them. <br />Mr. Spohrer displayed various architectural renderings which showed <br />different aspects of the proposed youth Center. Some of the amenities <br />to be contained in the building include: Basketball Court with ability <br />to have six one-half courts, competition swimming pool, childrens <br />swimming pool, racquetball court, meeting rooms, kitchen, craftsroom, <br />weight rooms, lockers, restrooms, storage areas, portable seating with <br />300 capacity, and snack bar. Mr. Spohrer said the construction would <br />utilize precast concrete tilt -up method, with spanish tiles accent, with <br />a high arched entrance. Natural light would be utilized where possible <br />and bicycling would be encouraged by placing bicycle racks in front. <br />Discussion followed with regard to an outside pool vs indoor. Mr. <br />Spohrer informed that at the present time it is planned to have the pool <br />outdoor due to budget limitations; however, it would be possible to <br />construct the outdoor pool with the proper footings and adjacent walls <br />to support future construction of enclosure. Chairperson Rios was <br />concerned with the parking logistics, saying the pool is located to the <br />rear of the building and the parking is located in the front. Mr. <br />Spohrer said he would look at this; however, the entrance through the <br />front was planned to enable the receptionist to have visual control over <br />visitors. Other areas of discussion was the need to have a stage in the <br />main room and to have bleachers for viewing the swimming competitions. <br />The question was raised by Councilmember Sandoval as to the method of <br />paying for the proposed contructi.on. Cite Manager Young stated that <br />after January 1994, the Redevelopment Agency will be able to participate <br />in recreational projects.
