9 Public_1jearing <br />Public Hearing set for theeeting of January 4, 1994,, <br />Approval of Resolution Amending Resolution No. R-43-931, <br />Wastewater Rates (SARI). <br />Moved by Councilmember Sandoval,, seco d. d by Count i lmemb r Bennett, <br />to approve the Consent Calendar with the deletion of item No 6" <br />and correction of the Joint Adjourned Meeting of December 13, 1393 <br />minutes. Unanimous vote <br />Marketing Development Director <br />City Manager Young requested that Item No. 20 be pulled from the <br />Agenda Report as the selected candidate has withdrawn his name <br />Councilmember Beltran moved to delete this position as it is not <br />needed and eared that the monies be diverted to hire the <br />Affirmative Action Officer. City Manager Young stated that most of <br />the mosey for the Marketing and Development Director came from the <br />Redevelopment Agency and it cannot be used to pay for the. <br />Affirmative Action Officer. <br />Cour ilmemb r Beltran said that Personnel Director Johnson had <br />announced that there would be no further meetings of the <br />Affirmative Action Task Force. Councilmember Beltran said that be <br />would call a meeting of the Affirmative Action Task Force and <br />address the hiring of the Affirmative Action Officer. He asked the <br />City Manager to find the money for it. <br />City Attorney Biggs advised. that the motions regarding the <br />Affirmative Action Officer cannot be entertained at this time as it <br />was not an agend i zed subject. She reminded that the City Manager <br />eked that Item No. 20 be pulled. Count i 1me bar Beltran roved t <br />have Item No. 20 stay on the agenda and that the request for <br />appointment be denied. Councilmember Cisneros seconded the motion. <br />After discussion, City Attorney Biggs suggested that the item be <br />scheduled for the newt meeting. Counci mem ere Beltran and <br />Cisneros withdrew the motion and requested that the Affirmative <br />Action officer position and the Development and Marketing Director <br />position be placed or the next Council Meeting Agenda to allow <br />staff to conduct a feasibility study. Conilm,emer Bennett, <br />.gain,, posed, the idea of combining the position of Affirmative <br />Action Officer with, the position of Personnel Director. This iter <br />is to be addressed in the feasibility study. <br />MAYOR & COUNCIL ITEMS <br />Certificates <br />Motion. by Councilmember Bennett and seconded by Councilmember Cook <br />to recognize those < persons who coordinated the mural paintings and. <br />contributed artistic talent. Mayor Gonzales announced presentation <br />of certificates for assistance in coordinating the mural paintings <br />4 <br />
