M1. <br />r. Charles Paul voiced objection to the approval of the Consent Calendar as he had <br />previously submitted a carol asking to speak on Item No. 18 of the Consent Calendar. <br />He declared that members of the audience could not hear Council's discussion <br />because of the faulty public address system. <br />RECESS: <br />The City Council adjourned to Closed Session at 7:49 P. lei., to discuss Personnel <br />Matters, pursuant to Government Code Section 54957. The Council reconvened at <br />8:80 P. M., with all Councilmernbers present as heretofore, <br />CONSENT A.ENDAR: <br />Mayor Gonzales acknowledged Mr. Charles Paul of 2580 Jefferson, Riverside, who <br />indicated he had reviewed information on Item 18 and found that the applicant does <br />not have the necessary permits. He alluded to another compost business in the area <br />which is in trouble with the City. He charged that the business in question has no <br />equipment, no permits and CEQUA has been challenged and it is likely to end up as <br />another nuisance to abate. He urged Council to loop closely at it and go with some <br />one with permit. <br />,after brief discussion on continuance to August 3rd, motion by Councilrnernber <br />Beltran, seconded by COUncilmember Dios` to take another vote on the Consent <br />Calendar or pull Item 18 off the consent Calendar for discussion. Mayor Gonzales <br />opened discussion on Item 18 for reconsideration by City Council. <br />With the adoption of this agreement, the City is expected to receive $300,000 in <br />revenue for the current budget. The greenwaste program will move the City forward <br />in meeting its mandated goals and diversion percentages by the dates established <br />under State lav and the local SRRE. The supportive recommendation from the <br />Utilities Commission was acknowledged. <br />There was careful inquiry about the applicant having the appropriate permits from the <br />City and the County, Mr. Hutton indicated that he would provide copies of the <br />documents to the Members of the Council. <br />Mr. Fred Cordova, 190 West E Street, declared he is currently Chairman to the <br />Utilities Commission and was previously a member of the Planning Commission. He <br />knew that since last year Mr. Sullivan had a conditional use permit, which is legal and <br />in place. He stated that the Utilities Commission studied the matter as directed by the <br />City Council and provided recommendation to meet the dictates of State lave. He <br />concluded that the City needs to move forward. <br />After assurance by Community Development Director Zamora that the applicant had <br />.91 <br />
