• Staff should review proposal from a global viewpoint. <br />• Setting of a realistic timeline. <br />Motion by Mayor Gaytan and seconded by Councilmember Bennett to defer this item to the <br />Recreation and Parks Commission and the appropriate City staff be involved and return with a <br />progress report to Council. Motion passed with Unanimous Consent. <br />Letter dated June 16 1998 from the residents of CFD 89-1 <br />City Manager Garcia presented to Council a letter received from the residents of CFD 89-1 regarding <br />the Cooley Ranch Park and recommended that the (1) landscape maintenance issues — suggested the <br />Director of Public Works walk through the area with the Contractor and (2) improvement issues — <br />forward to the Recreation and Parks Commission for discussion and staff will analyze the fiscal <br />impact of the request and present the results to the commission for discussion at its next regularly <br />scheduled meeting of August 19, 1998. <br />Commission Mitchell reported that this item is on the agenda for the Recreation & Parks Commission <br />to be held following the joint session meeting. <br />Discussion continued with clarification provided by staff. <br />John Sigity, CFD Commission Chairperson, gave an overview of how monies are made available for <br />improvements from CFD funds, how they have been used in the past and that at this time no monies <br />\ are available. <br />Terry Dorman, Colton resident, explained his involvement in developing the park improvement plan <br />as indicated in the letter from the residents of CFD 89-1 and the need for playground equipment for <br />children that are not of school age. <br />John Longfield, Colton resident, suggested that the Park go to the School District as the joint use <br />agreement is not working and/or they should be involved in the decision making. <br />Discussion continued with City Manager Garcia to provide to the Recreation & Parks Commission <br />(1) a listing of where CFD monies have been allocated in the past for park improvements in the <br />CFD's and (2) the Owner Participation Agreement and the Joint Use Agreement between the City <br />and the Colton School District. <br />ADJOURNMENT: <br />Mayor Gaytan and Chariperson Lucero adjourned the meeting at 8:28 p.m. <br />fIABAERAN <br />City Clerk <br />
