Chart noted number of complaints under investigation and number completed; Section 4 Complaints Received - August 1997 thru July 1998 Section 5 Ordinance related to Property Maintenance Section 6 Photo presentation of code violations in the City of Colton Discussion and concerns were expressed during the presentation of Director Zamora. PUBLIC COMMENT: (continued) Hans van der Touw, Colton resident, explained that the areas that needed to be addressed as to property maintenance would not a cost to the city and recommended a shorter processing time for the handling of code enforcement complaints, by using citizen volunteers. Jean Ferrante, Colton resident, expressed her concerns regarding trashcans, trash binds and trash in the alleyway located in the vicinity of 2nd and "C" Street. Linda Sanchez, Colton resident, concurred with the problems and assistance that Mr. van der Touw expressed as she resides across the street from Mr. van der Touw. Discussion continued with dialogue between Councilmembers, City Manager Garcia and the Community Development Department staff. City Manager Garcia recapped the overall items Council directed staff to assess: • Develop a Slum Lord Ordinance • Update the Rehabilitation Program • Pursue Grant Funds to assist the Code Enforcement Division • Develop a Rental Inspection Program • Create a Neighborhood Watch/Code Enforcement Watch Program — citizen volunteers. • Conduct a Cost Benefit Analysis to cover the cost of hand-held computers for field use. • Code Enforcement of Alleyways. • Review the Sign Ordinance section related to Temporary Signs. • Implement a program for identification of blighted neighbors • Develop a Yard of the Month Program City Manager Garcia stated he would be working with Director Zamora and Code Enforcement staff in developing an action plan that would address these concerns and anticipated a presentation to Council in October or November. 2
