Chart noted number of complaints under investigation and <br />number completed; <br />Section 4 Complaints Received - August 1997 thru July 1998 <br />Section 5 Ordinance related to Property Maintenance <br />Section 6 Photo presentation of code violations in the City of Colton <br />Discussion and concerns were expressed during the presentation of Director Zamora. <br />PUBLIC COMMENT: (continued) <br />Hans van der Touw, Colton resident, explained that the areas that needed to be addressed <br />as to property maintenance would not a cost to the city and recommended a shorter <br />processing time for the handling of code enforcement complaints, by using citizen <br />volunteers. <br />Jean Ferrante, Colton resident, expressed her concerns regarding trashcans, trash binds <br />and trash in the alleyway located in the vicinity of 2nd and "C" Street. <br />Linda Sanchez, Colton resident, concurred with the problems and assistance that Mr. van <br />der Touw expressed as she resides across the street from Mr. van der Touw. <br />Discussion continued with dialogue between Councilmembers, City Manager Garcia and <br />the Community Development Department staff. <br />City Manager Garcia recapped the overall items Council directed staff to assess: <br />• Develop a Slum Lord Ordinance <br />• Update the Rehabilitation Program <br />• Pursue Grant Funds to assist the Code Enforcement Division <br />• Develop a Rental Inspection Program <br />• Create a Neighborhood Watch/Code Enforcement Watch Program — citizen <br />volunteers. <br />• Conduct a Cost Benefit Analysis to cover the cost of hand-held computers for <br />field use. <br />• Code Enforcement of Alleyways. <br />• Review the Sign Ordinance section related to Temporary Signs. <br />• Implement a program for identification of blighted neighbors <br />• Develop a Yard of the Month Program <br />City Manager Garcia stated he would be working with Director Zamora and Code <br />Enforcement staff in developing an action plan that would address these concerns and <br />anticipated a presentation to Council in October or November. <br />2 <br />
